However, they are often constrained by lack of adequate resources, sound policies, and national support. It is clear that change and advancements, both systematic and scientific, are needed in a number of forensic science disciplines to ensure the reliability of work, establish enforceable standards, and promote best practices with consistent application. Strengthening Forensic Science in the United States: A Path Forward provides a detailed plan for addressing these needs and suggests the creation of a new government entity, the National Institute of Forensic Science, to establish and enforce standards within the forensic science community. The benefits of improving and regulating the forensic science disciplines are clear: assisting law enforcement officials, enhancing homeland security, and reducing the risk of wrongful conviction and exoneration. Strengthening Forensic Science in the United States gives a full account of what is needed to advance the forensic science disciplines, including upgrading of systems and organizational structures, better training, widespread adoption of uniform and enforceable best practices, and mandatory certification and accreditation programs. The Breathitt administration was notable for its close ties with the national administration of President Lyndon B. Johnson and with Johnson's Great Society programs. Governor Breathitt led successful campaigns for economic and industrial development, civil rights legislation, increased support for education, and expansion and improvement of the state highway and park systems. His most significant defeat was the rejection in 1966 of a new state constitution. His administration won several national awards, including: a Lincoln Key Award (1966) for leadership in the passage of civil rights legislation; Society of Industrial Investors' award (1964) for the best industrial development program; the Midwest Travel Writers Association award (1965) for the best travel promotion program; and the U.S. Department of Interior Distinguished Service Award (1967) for contributions in the field of conservation. Governor Breathitt's papers are of historical importance for the light they shed on one governor's attempts to mesh state and federal actions and to fit federal programming to the needs of his state.

The navigation lock at this project forms the lower gateway to the 184-mile long Kentucky Reservoir, one of a chain of nine reservoirs extending a year-round 9-foot navigation channel more than 600 miles to Knoxville, Tennessee, and connects this system of reservoirs to the major inland waterways of the great central Mississippi Valley with outlets for navigation to the Great Lakes and the Gulf of Mexico.

Book excerpt: In Tennessee in the early months of 1862, Ulysses S. Grant captured forts Henry and Donelson and opened the Tennessee and Cumberland rivers to military and commercial shipping. In April the first of many terrible battles of the Civil War was fought near Pittsburg Landing on the Tennessee River around a decrepit meeting-house known as Shiloh. This costly victory established Federal control over much of central Tennessee. These early Union victories gave the Federals control of two of the major rivers in the region--the highways of the period--opening large areas of the Confederacy to Federal invasion. Other important results were the end of the Confederate threat to control Kentucky and possibly close off the Ohio River. These victories also were a major factor in forcing the abandonment of a key Confederate fort on the Mississippi River at Columbus, Kentucky. This book describes not only the actual fighting that took place but how important political and economic factors influenced the overall military strategy in the region.
