Book excerpt: This paper examines gender inequality in the context of structural transformation and rebalancing in China. We document declining women's relative wages and labor force participation in China during the last two decades, despite rapid growth and expansion of the service sector. Using household data, we provide evidence consistent with a U-shaped relationship between economic development and women's labor market outcomes. Using a model of structural transformation, we show that labor market barriers for women have increased over time. Model counterfactuals suggest that removing these barriers and increasing service sector productivity can boost both gender equality and economic growth in China.

It has one of the highest female labor force participation rates in Asia and the Pacific at around 64% in 2013, and one of the narrowest earnings gender gaps. This study investigates how women are faring in the transition to the PRC's new growth model, and what can be done to promote women's participation. It shows how the PRC is undergoing multiple transitions that have implications for gender equality and work. For example, during the market transition, gender wage gaps and gender wage discrimination increased, reaching 33% in urban areas and 44% in rural areas. Available in PDF, EPUB and Kindle. Book excerpt: Chinese attitudes toward the treatment of men and women in the workplace reflect two divergent perspectives. The legacy of China's past includes a strong tendency to favor male over female workers, while over the last four decades China's government has vigorously propagated an ideology of gender equality. This paper applies econometric methods to a large body of data on average wages and the number and share of female employees to investigate disparities between men's and women's wages in China's urban, formal labor markets during the period 1988-1994. Our results demonstrate the presence of substantial, persistent, and large (relative to available international comparisons) gaps between men's and women's wages in the People's Republic of China during this period. We find no evidence of a tendency for the gap between male and female wages to decline. On the contrary, calculations based on the whole data set and on data for state and collective employers all indicate expanding inequality between men's and women's earnings.

Since China enacted its first minimum wage law in 1994, the magnitude and frequency of changes in the minimum wage have been substantial, both over time and across jurisdictions. The results from China’s experience show that rapidly increasing minimum wages have helped increase average wages and reduce the gender wage gap, income inequality, and poverty. However, the fast-rising minimum wage has also resulted in the loss of employment for young adults, women, low-skilled workers, and migrant workers. Additionally, higher minimum wages have a negative impact on firm profitability and adverse effects on firm’s human capital investment. In summary, the Chinese minimum wage policy has shown both positive and negative impacts on the affected workers. Through unpacking these findings, the book highlights the importance of rigorous research to inform evidence-based policymaking and provides lessons for other transitional and developing economies.

Whereas the land market reform primarily benefits the agricultural households, this reform's primary beneficiaries are the rural households currently sending temporary migrants to the city. By reducing the implicit tax on temporary migrants, Hukou reform boosts their welfare and contributes to increased rural-urban migration. The combined effect of both factor market reforms is to reduce the urban-rural income ratio dramatically, from 2.59 in 2007 under the authors' baseline scenario to 2.27. When viewed as a combined policy package, along with WTO accession, rather than increasing inequality in China, the combined impact of product and factor market reforms significantly reduces rural-urban income inequality.
