It was found that interfirm segregation is prevalent among small employers, as men and women rarely work in fully integrated firms. It was also found that the education and sex of the business owner strongly influenced the sex composition of a firm's workforce. The authors estimate that interfirm segregation can account for up to 50 percent of the gender gap in annual earnings.

Book excerpt: This study uses enterprise survey data from a sample of 26 countries to address the question "why are there too few women at the top of firms?". That is, it asks why the proportion of firms with females at the top is low in relation to the share of females in full-time employment. To reduce the risk of bias arising from a confounding variable the range of explanatory variables used was wide, including data at the level of the firm, sector and country. An important contribution to the analysis was made by the inclusion of national cultural attitudes. The most important findings of the enterprise level analysis were that foreign owned firms were statistically significantly less likely to employ a female top manager, that the pattern of female top managers by sector follows a wider pattern of gender segregation, and that national cultural attitudes are important in the determination of the gender of the top manager. Having established the importance of cultural attitudes in determination of the gender of top managers the study uses a second set of data to analyse national attitudes associated with hostility to female executives. Unsurprisingly this hostility to female executives is predominantly on the part of males rather than females but religion and a lack of education are important too. The paper contributes to the literature on gender in International Business and overlaps with the literature dealing with the need for affiliates to adjust to local culture.

The authors argue that the Civil Rights Act's equal opportunity clauses have been most effective when accompanied by social movements demanding changes. EEOC data show that African American men made rapid gains in the 1960s at the height of the Civil Rights movement. Similarly, white women gained access to more professional and managerial jobs in the 1970s as regulators and policymakers began to enact and enforce gender discrimination laws. By the 1980s, however, racial desegregation had stalled, reflecting the dimmed status of the Civil Rights agenda. Racial and gender employment segregation remain high today, and, alarmingly, many firms, particularly in high-wage industries, seem to be moving in the wrong direction and have shown signs of resegregating since the 1980s. Book excerpt: We use matched employer-employee data from Census's Longitudinal Employer-Household Dynamics (LEHD) database to uncover substantial shifts in the distribution of gender shares across firms in the U.S. between 1992 and 2010. This is despite our finding that indices of gender segregation declined only slightly over this period. Systematic segregation (segregation above what would be expected from random allocations of workers to firms) is shown to exist. Most, but not all, of this is found to be attributable to sorting across industries. Estimates of systematic segregation are shown to be sensitive to the choice of reference group used to normalize segregation measures, demonstrating that the extent of systematic segregation may have been overestimated in previous studies. We also provide a model in which profit maximizing firms have an incentive to hire workforces with a gender balance that is desirable to future employees whom they would like to hire. An analysis of hiring and separations patterns suggests that firms hire and workers separate in such a way that a steady state share of workers is maintained, but that these steady states differ by firm. An examination of the probability with which individual workers separate uncovers the counter-intuitive finding that the greater the share of one's own gender within the firm, the more likely men and women are to separate. Alternative theories to explain this finding are discussed.
