The Sourcebook looks at: access to and control of assets; access to markets, information and organization; and capacity to manage risk and vulnerability through a gender lens. There are 16 modules covering themes of cross-cutting importance for agriculture with strong gender dimensions (Policy, Public Administration and Governance; Agricultural Innovation and Education; Food Security; Markets; Rural Finance; Rural Infrastructure; Water; Land; Labor; Natural Resource Management; and Disaster and Post-Conflict Management) and specific subsectors in agriculture (Crops, Livestock, Forestry, and Fisheries). A separate module on Monitoring and Evaluation is included, responding to the need to track implementation and development impact. Each module contains three different sub-units: (1) A Module Overview gives a broad introduction to the topic and provides a summary of major development issues in the sector and rationale of looking at gender dimension; (2) Thematic Notes provide a brief and technically sound guide in gender integration in selected themes with lessons learned, guidelines, checklists, organizing principles, key questions, and key performance indicators; and (3) Innovative Activity Profiles describe the design and innovative features of recent and exciting projects and activities that have been implemented or are ongoing.

International instruments on human rights, the environment and sustainable development reaffirm the principle of non-discrimination on the basis of sex or gender. Yet women often face gendered obstacles in realizing their rights and feeding their families. The right to an adequate standard of living, including adequate food, may thus not be fulfilled. These obstacles may stem from directly or indirectly discriminatory norms or from entrenched socio-cultural practices, or both. This study analyses the gender dimension of agriculture-related legislation in a selection of different countries around the world, examining the legal status of women in three key areas: rights to land and other natural resources; rights of women agricultural workers; and rights concerning women's agricultural self-employment activities, ranging from women's status in rural cooperatives to their access to credit, training and extension services.

Book excerpt: Women’s participation and empowerment in value chains are goals that concern many development organizations, but there has been limited systematic, rigorous research to track these goals between and within value chains (VCs). We use the survey-based project-level Women’s Empowerment in Agriculture Index (pro-WEAI) to measure women’s and men’s empowerment in the abaca, coconut, seaweed, and swine VCs in the Philippines. Results show that most women and men in all four VCs are disempowered, but unlike in many other countries, Filipino women in this sample are generally as empowered as men. Pro-WEAI results suggest that respect within the household and attitudes about gender-based violence (GBV) are the largest sources of disempowerment for both women and men, followed by control over use of income and autonomy in income-related decisions. Excessive workload and lack of group membership are other important sources of disempowerment, with some variation across VCs and nodes along VCs. Across all four VCs, access to community programs is associated with higher women’s empowerment, and access to extension services and education are associated with higher men’s empowerment. Our results show that, despite the egalitarian gender norms in the Philippines, persistent gender stereotypes influence men’s and women’s empowerment and VC participation.

The methodology of the CGA included a desk review of policies and programmes on agriculture, food and nutrition security and gender equality, a quantitative analysis of national statistics, in-depth interviews with FAO Viet Nam partners and qualitative surveys and focus group discussions (FGDs) conducted in two provinces (Ninh Thuan and Lao Cai).

Book excerpt: "In rural societies, where local culture and traditions are still very vibrant, responsibilities and tasks are often assigned to women and men on the basis of traditional gender roles, defined as those behaviours and responsibilities that a society considers appropriate for men, women, boys and girls. These roles change over time, have different characteristics in every local context and are shaped by ideological, religious, cultural, ethnic and economic factors. They are a key determinant of the distribution of resources and responsibilities between men and women (FAO, 2010b). In many cases gender roles are biased and favour certain social constituencies at the expense of others. Rural women, for instance, face serious obstacles more regularly than men, since traditional structures and perceptions tend to prevent them from obtaining the necessary tools to reach their full potential in the agricultural sector. In fact, despite their major involvement in and contribution to livestock management, women tend to have limited access to resources, extension services and less participation in decision making compared to their male counterparts (FAO, 2011a). Recognizing the different roles that women and men play in the agriculture sector is key to identifying the diverse challenges they face and tailoring projects and programmes on their specific needs. The women, who do much of the work but are not recognized for it, often have to work even harder to meet ever-increasing quality requirements. But they see few of the benefits. How to change this? This book explains how development organizations and private entrepreneurs have found ways to improve the position of women in value chains - especially small scale women farmers and primary processors. It outlines five broad strategies for doing this: (1) working with women on typical "women's products" such as shea, poultry and dairy; (2) opening up opportunities for women to work on what are traditionally "men's commodities" or in men's domains; (3) supporting women and men in organizing for change by building capacity, organization, sensitization and access to finance; (4) using standards and certification to promote gender equity, and (5) promoting gender-responsible business.
