New laws and measures to protect and promote women's economic, political and human rights have been accompanied by impressive reductions in gender gaps. However, discriminatory social institutions still constitute significant impediments to women's access to land assets and restrict women's physical integrity and decision-making power in both private and public spheres. This holds back women's education and economic empowerment, thereby decreasing countries' potential growth. The data and analysis based on the OECD Development Centre's Social Institutions and Gender Index (SIGI) aims to provide policy makers with the necessary tools and evidence to design more effective gender-responsive policies. Putting social institutions at the core of policy responses may open new and sustainable vistas to promote gender equality in national and regional development agendas.

This concern may be due to either one or a combination of the following factors: the ideological positioning of African countries, demands by their donors and development partners, and demands by organised local groups and NGOs. Gender in the development discourse ought to transform power relations between men and women and shift them to social relations that reflect their equal access to productive resources, opportunities and social and material benefits. The result of such actions should be an achievement of comparable status of women and men. This volume, initiated by OSSREA, seeks to examine in more depth, issues regarding the gender-power imbalance in sub-Saharan African countries, with a specific focus on the eastern and southern African regions. The chapters in this book present research that examines and analyses the effectiveness and efficiency of gender mainstreaming policies, strategies and projects developed and implemented by national and international actors. The themes inter-weave with each other although they address gender issues in specific countries and specific contexts. This can be explained by the shared colonial and post-colonial heritage of African countries. It is useful, therefore, to view the structure of the book as a spiral of inter-connected issues that address similar themes, approaching them from different levels. Purely for ease of reading, the contributions have been organised into three parts, with over arching themes that at first glance may seem not to fit well together. A theme that runs through all the chapters is the persistence of patriarchal values and attitudes in Africa and its constraining effect on the achievement of gender equity and equality.

Historically, attempts at implementing gender reform in West Africa have been met with suspicion. Beyond the perception that such reforms subvert traditional structures of authority and community, many worry that these efforts are inextricably connected to Western imperialism and colonialism. Ludovic Lado’s The Politics of Gender Reform in West Africa examines the politics of a legislative process entirely driven by the state and meant to narrow the gender gap in Ivorian society. Lado discusses the legislative processes by which states have sought to reduce the gender gap between men and women, probes the potential impact of this reform on the condition of women by exploring the practice of civil marriage in Abidjan, and assesses the reception of the reform among Catholics and Muslims in Côte d’Ivoire. Throughout this readable and engaging study, Lado examines how the relationship between secular powers and religious authorities has determined the direction gender reforms have taken. Although the predominant focus in this text remains on gender reforms in Côte d’Ivoire, Lado also discusses their correlates in Niger, Senegal, and Mali. He shows that the success or failure of gender reforms in West Africa has relied on the interaction of various power relationships that structure the international, national, local, religious, and domestic arenas within which West Africans go about their lives. The book concludes with an informed reflection on the relationship among religions, the state, and gender reforms that highlights some of the issues at stake in the domestication of hegemonic modernity in Africa.

Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Book excerpt: The importance of gender equality is reflected not only in the Millennium Development Goals, but also in the World Bank's Gender Action Plan launched in 2007 as well as in other treaties and actions undertaken at regional and international levels. Unlike other work on gender and poverty, which is mostly based on monetary measurement, the present study makes use of a counting approach to examine gender issues in Burkina Faso and Togo using household surveys. Focusing on six dimensions (housing, basic utilities, assets, education, employment, and access to credit) largely recognized as Millennium Development Goal targets, the main findings of the study indicate that overall individuals are the most deprived in education in Burkina Faso, while the reverse situation is true in Togo. Gender inequality is observed in all dimensions since women always seem to be more deprived than men. The situation is also marked by regional disparities. Moreover, the assessment of dimensional contributions shows different patterns for each country. While employment proves to be the main contributor of gender inequality in Burkina Faso, three dimensions (assets, access to credit, and employment) account together for most of the total contribution to gender inequality in Togo. There is also a positive correlation between multidimensional deprivation and women's age in Burkina Faso, whereas both measures seem to be uncorrelated in Togo.
