Through the use of two case studies, it compares the organizing strategies for reform pursued by Latina and Latino prisoners between 1970 and 1987, the support they received from non-Latina(o) prisoners and third parties, and the response of penal personnel to their calls for support. The work also contains information on Latino prisoner participation and community response to both the 1971 Attica Rebellion and the 1970 New York City jail rebellions. The data for this study was compiled through a combination of primary and secondary sources. Primary sources include in-depth interviews and oral histories conducted with Latina(o) and African-American ex-prisoners, prisoners' rights attorneys, community activists, and penal staff. Other primary sources include prisoner and mainstream English and Spanish language newspapers; prisoners' rights newsletters; court cases; and government and private organizational reports.

Historically, ruling elites have tried with little success to eradicate ethnicity through genocide, bury it under accusations of tribalism, discredit it with the mind-frame of modernization, or confine it to local rather than national political arenas. This broad-ranging volume examines the dynamics of ethnic manipulation and accommodation by dominant and subordinate groups in the state-building process. Ethnicity and the State reflects the widely varying political contexts and cultures in which reasons of state contend with unyielding ethnic allegiances. European, South American, Asian, and Middle Eastern examples reveal a consistent set of themes and attitudes. The authors find that while the state must realize its authority and stability through a strictly defined charter of rights and values, ethnic identity exercises its power more freely and flexibly. The sense of peoplehood may be artificially constructed in response to immediate need, or it may be ancient and organic, growing over time. It has the potential to cut across race, class, and gender. Book excerpt: Prejudice is often not a conscious attitude: because of ingrained habits in relating to the world, one may act in prejudiced ways toward others without explicitly understanding the meaning of one’s actions. Similarly, one may know how to do certain things, like ride a bicycle, without being able to articulate in words what that knowledge is. These are examples of what Alexis Shotwell discusses in Knowing Otherwise as phenomena of “implicit understanding.” Presenting a systematic analysis of this concept, she highlights how this kind of understanding may be used to ground positive political and social change, such as combating racism in its less overt and more deep-rooted forms. Shotwell begins by distinguishing four basic types of implicit understanding: nonpropositional, skill-based, or practical knowledge; embodied knowledge; potentially propositional knowledge; and affective knowledge. She then develops the notion of a racialized and gendered “common sense,” drawing on Gramsci and critical race theorists, and clarifies the idea of embodied knowledge by showing how it operates in the realm of aesthetics. She also examines the role that both negative affects, like shame, and positive affects, like sympathy, can play in moving us away from racism and toward political solidarity and social justice. Finally, Shotwell looks at the politicized experience of one’s body in feminist and transgender theories of liberation in order to elucidate the role of situated sensuous knowledge in bringing about social change and political transformation.

However, when the electoral gains of women are considered on a state-by-state basis, there are observable variations in the rate by state at which women are elected to state legislative office. Scholars have noted an additional variation in women office holders: that women of color serve at higher rates than white women. Becki Scola’s book provides an explanation for these two interrelated puzzles on electoral gender gaps. She examines the factors surrounding the uneven proportional distribution of female legislators, and then explores why gender appears to be an advantage for women of color office holders. Through an examination of the divergent state-level institutional and environmental conditions, Scola maps out the factors that contribute to more, or less, female legislative service and how race/ethnicity intersects with these conditions. She reveals that the common conceptions and theories that help us understand women’s office holding in general do not equally apply to both white women and women of color’s legislative service.. A number of texts currently address these significant concerns, for example, Counseling the Culturally Different (Sue & Sue, 2008); Handbook of Multicultural Counseling ( Poterotto et l., 2009); and Handbook of Multicultural Counseling Competencies (Pope-Davis & Coleman, 2005). In their most recent editions, several of these books address more nuanced complexities of diversity, for example, the intersections of gender or social class with race-ethnicity. Meanwhile, other texts have addressed gender issues in psychology (Handbook of Counseling Women, Counseling Men), with some attention paid to racial-ethnic and other diversity concerns. Clearly the progression of scholarship in this field reflects the importance of incorporating multiple aspects of diversity within psychology. However, no book currently exists that fully addresses the complexities of race-ethnicity and gender together. Better understanding of the dual impact of race-ethnicity and gender on psychological functioning may lead to more effective conceptualizations of a number of mental health issues, such as domestic violence, addictions, health-related behaviors and achievement. Exploring the impact of race-ethnicity and gender also may provide a broader understanding of self-in-community, as this affects individuals, families and other social groups and work and career development. Topics of interest may include identity development, worldviews and belief systems, parenting styles, interventions for promoting resilience and persistence and strategies for enhancing more accurate diagnostic and treatment modalities. Today’s world is comprised of multiple and intersecting communities that remain in need of psychological models and interventions that support and promote both individual and collective mental health. We believe that utilizing unidimensional conceptual models (e.g. focusing solely on race-ethnicity or gender) no longer adequately addresses psychological concerns that are dynamic, complex and multi-faceted. The proposed Handbook will focus on timely topics which historically have been under-addressed for a number of diverse populations.
