Despite the classic images of rice fields, volcanoes and rural life we often associate with the country, now almost 60 per cent of Indonesia’s people live in cities, towns, suburbs, gated communities and other urban areas. Urbanisation has brought with it a familiar range of problems, including some of the worst traffic jams and air pollution in the world, housing scarcity, periodic flooding and dramatic land subsidence. These problems pose massive challenges to Indonesian governments as they try to provide clean water, public transport, housing, garbage disposal and other services to urban dwellers. Governing Urban Indonesia brings together scholars and practitioners with diverse backgrounds to examine how urbanisation is remaking Indonesia, and how governments are responding. It focuses on how varied political patterns are shaping urban governance, enabling some cities to pioneer improved service delivery and better public amenities for their citizens, while others stagnate. And it brings to bear multiple perspectives on how historical legacies, changing residential patterns, social inequality and myriad other factors are combining to produce a new social and political landscape across urban Indonesia.

Book excerpt: As a region, Southeast Asia has undergone enormous economic and social changes in the last few decades. Women as a collective have seen their lives transformed as a result of rapid development and economic growth. In exploring the progress made by Southeast Asian men and women, this book seeks to answer the following questions: (a) In what areas have women been able to achieve parity with men? (b) In what areas do women encounter specific disadvantages based on their gender as compared with men? and (c) How have womens concerns and problems been addressed by the governments in this region with the aim of encouraging gender equality? As the title of this book suggests, the chapters provide an analysis of the broad trends - including changes and continuities - in the experiences, interests and concerns of Southeast Asian women. The chapters examine the trends related to women in the following arenas: the family, economic participation, politics, health, and religion. In some arenas, the trends reflect the disadvantages women face, which in turn have led to gender gaps; in other areas, women's progress has been found to eclipse that of the men, although this tends to be the exception.

The concept of development deployed by the modern Indonesian state relies on naturalizing the binary of "male" and "female." As historical brokers between gender as a technological system of classifying human difference and state citizenship, warias shaped the contours of modern selfhood even while being positioned as nonconforming within it. The Made-Up State illuminates warias as part of the social and technological format of state rule, which has given rise to new possibilities for seeing and being seen as a citizen in postcolonial Indonesia.

Based on extensive ethnographic research, it discusses in particular calalai – female-born individuals who identify as neither woman nor man; calabai – male-born individuals who also identify as neither man nor woman; and bissu – an order of shamans who embody female and male elements. The book examines the lives and roles of these variously gendered subjectivities in everyday life, including in low-status and high-status ritual such as wedding ceremonies, fashion parades, cultural festivals, Islamic recitations and shamanistic rituals. The book analyses the place of such subjectivities in relation to theories of gender, gender diversity and sexuality.

Published at different times in Middle East Report, the journal of the Middle East Research and Information Project, the essays document empirically the similarities and differences in the gendering of relations of power in twelve countries—Morocco, Algeria, Tunisia, Egypt, Sudan, Palestine, Lebanon, Turkey, Kuwait, Saudi Arabia, Yemen, and Iran. Together they seek to build a framework for understanding broad patterns of gender in the Arab-Islamic world. Challenging questions are addressed throughout. A major barrier to addressing this stigma and sexual orientation and gender identity(SOGI)-based exclusion is the lack of SOGI-specific data. Robust, quantitative data on di‚fferential development experiences and outcomes of sexual and gender minorities--especially those in developing countries--is extremely thin. This paucity of data jeopardizes the achievement of the Sustainable Development Goals and countries' commitment to the principle of 'leaving no one behind' in the eff‚ort to end poverty and inequality. 'Equality of Opportunity for Sexual and Gender Minorities' assesses the unique challenges that sexual and gender minorities face in six important areas: (i) Criminalization and SOGI (ii) Access to education (iii) Access to the labor market (iv) Access to public services and social protection (v) Civil and political inclusion (vi) Protection from hate crimes. This report cov‚ers numerous policy recommendations to prevent and eliminate discriminatory practices in all of the areas covered. It also seeks to inflŽuence legislative changes and support research on institutions and regulations that can ultimately lead to poverty reduction and shared prosperity. At the same time, it acknowledges that the mere existence of inclusive laws and regulations does not ensure that sexual and gender minorities are free from discrimination--the enforcement of those laws is crucial. This publication, the first in a series of studies, will be expanded from the 16 countries included here to a wider set of countries for more in-depth quantitative analysis and to identify possible correlations with socioeconomic outcomes. It will seek to deepen knowledge, facilitate peer learning of good practices, and encourage reforms to increase the inclusion of sexual and gender minorities.

Placing the discussion of social inclusion within such global transitions and transformations, it argues that social inclusion is an evolving agenda. While it does not purport to provide definitive answers as to how to achieve social inclusion in any given context, the report offers an easy-to-use definition and a framework to assist practitioners in asking, outlining and developing some of the right questions that can help advance the agenda of inclusion in different contexts. There are seven main messages in this report: 1. Excluded groups exist in all countries. 2. Excluded groups are consistently denied opportunities. 3. Intense global transitions are leading to social transformations that create new opportunities for inclusion as well as exacerbating existing forms of exclusion. 4. People take part in society through markets, services, and spaces. 5. Social and economic transformations affect the attitudes and perceptions of people. As people act on the basis of how they feel, it is important to pay attention to their attitudes and perceptions. 6. Exclusion is not immutable. Abundant evidence demonstrates that social inclusion can be planned and achieved. 7. Moving ahead will require a broader and deeper knowledge of exclusion and its impacts as well as taking concerted action.
