At the time of this report, the economic and social consequences of the Covid-19 pandemic, as well as the negative spillovers and higher inflation following Russia’s war in Ukraine, have exacerbated pre-existing gender gaps, disproportionately affecting women’s jobs, incomes, and security. The stall in progress towards gender parity has resulted in a call for further action to reduce gender inequality, as seen in the Strategy for Mainstreaming Gender at the Fund. The integration of gender in the Fund’s core activities, when macro-critical, recognizes the fact that reducing gender disparities results in higher economic growth, greater economic stability and resilience, and lower income inequality.

Despite the IMFC’s calls for increased gender diversity of the Executive Board, the number of women holding the position of Executive Director and Alternate Executive Director on the Executive Board has not substantially improved over time.1 It is a great concern that the proportion of women on the Executive Board has declined in recent years, as shown in the attached updated Fact Sheet.

Book excerpt: In 2008, the IEO undertook an evaluation on the IMF governance and concluded that effectiveness had been the strongest aspect of IMF governance, while accountability and voice had been the weakest. Since then, IMF governance has been strengthened aided by quota and voice reforms to address misalignments in shares and chairs as well as numerous improvements in governance procedures and practices. The update finds that IMF governance has proven its effectiveness in supporting the Fund to fulfill its mandates, but concerns remain on voice and accountability. Challenges remain related to representation and voice, interaction between governance bodies, the selection process for management, and the role of the G20 in IMF governance. Addressing these challenges will take time and may be subject to difficult tradeoffs between governance objectives such as preserving effectiveness while ensuring appropriate representation.

Nevertheless, using global data, she reveals that economic woman lags behind, with a severe economic power deficit, an unfulfilled promise of equal employment opportunity, a gendered impact of poverty and barriers to gender equality in the family. The book analyses the trap of women’s increased burden of breadwinning in the context of discriminatory laws and practices, infrastructural failures and policy gaps, which preempt achievement of gender equality in economic life. The book is intended for the general reader, academics, students, policy makers and NGOs. It shows economic woman at a global crossroads between a universal paradigm of gender equality and pervasive barriers to equal economic opportunity. The author demonstrates that tackling gender inequality, restoring welfare priorities and reducing economic inequality are inextricably linked. Human rights and governments have a vital role to play in addressing them all, to create a sustainable economic infrastructure for the lives of women and men.

Secondly, the paper will focus on a number of important legal design issues for Board Oversight, by contrasting the current practices of the IMF membership’s 174 central banks with staff’s advisory practice developed over the past 50 years.
