Fraser further explores notions of sameness and difference, how these were used to formulate a view of women workers and highlights the need for women to be seen, particularly by those involved in the workplace negotiations of the future, as both the same as and different from men workers.

Book excerpt: In 1964, as part of its landmark Civil Rights Act, Congress outlawed workplace discrimination on the basis of such personal attributes as sex, race, and religion. This provision, known as Title VII, laid a new legal foundation for women's rights at work. Though President Kennedy and other lawmakers expressed high hopes for Title VII, early attempts to enforce it were inconsistent. In the absence of a consensus definition of sex equality in the law or society, Title VII's practical meaning was far from certain. The first history to foreground Title VII's sex provision, Equality on Trial examines how the law's initial promise inspired a generation of Americans to dispatch expansive notions of sex equality. Imagining new solidarities and building a broad class politics, these workers and activists engaged Title VII to generate a pivotal battle over the terms of democracy and the role of the state in all labor relationships. But the law's ambiguity also allowed for narrow conceptions of sex equality to take hold. Conservatives found ways to bend Title VII's possible meanings to their benefit, discovering that a narrow definition of sex equality allowed businesses to comply with the law without transforming basic workplace structures or ceding power to workers. These contests to fix the meaning of sex equality ultimately laid the legal and cultural foundation for the neoliberal work regimes that enabled some women to break the glass ceiling as employers lowered the floor for everyone else. Synthesizing the histories of work, social movements, and civil rights in the postwar United States, Equality on Trial recovers the range of protagonists whose struggles forged the contemporary meanings of feminism, fairness, and labor rights.

Largely nameless, OLs serve tea to the men and type and file their reports. They are exempt from the traditional lifetime employment and have few opportunities for promotion. In this engaging ethnography, Yuko Ogasawara exposes the ways that these women resist men's power, and why the men, despite their exclusive command of authority, often subject themselves to the women's control. Ogasawara, a Japanese sociologist trained in the United States, skillfully mines perceptive participant-observation analyses and numerous interviews to outline the tensions and humiliations of OL work. She details the subtle and not-so-subtle ways that OLs who are frustrated by demeaning, dead-end jobs thwart their managers and subvert the power structure to their advantage. Using gossip, outright work refusal, and public gift-giving as manipulative strategies, they can ultimately make or break the careers of the men. This intimate and absorbing analysis illustrates how the relationships between women and work, and women and men, are far more complex than the previous literature has shown.

We tend to think that factors like education, income, and workforce participation are most important, but research has shown that they exert less influence than expected when it comes to women's attitudes and engagement. Scholars have begun to look more closely at how political context affects engagement. This book asks how contexts promote women's interest and connection to democracy, and it looks to Latin America for answers. The region provides a good test case as the institution of gender quotas has led to more recent and dramatic increases in women's political representation. Specifically, Magda Hinojosa and Miki Caul Kittilson argue that the election of women to political office--particularly where women's presence is highly visible to the public--strengthens the connections between women and the democratic process. For women, seeing more "people like me" in politics changes attitudes and orientations toward government and politics. The authors untangle the effects of gender quotas and the subsequent rise in women's share of elected positions, finding that the latter exerts greater impact on women's connections to the democratic process. Women citizens are more knowledgeable, interested, and efficacious when they see women holding elected office. They also express more trust in government and in political institutions and greater satisfaction with democracy when they see more women in politics. The authors look at comparative data from across Latin America, but focus on an in-depth case study of Uruguay. Here, the authors find that gender gaps in political engagement declined significantly after a doubling of women's representation in the Senate. The authors therefore argue that far-reaching gender gaps can be overcome by more equitable representation in our political institutions.

However, when the electoral gains of women are considered on a state-by-state basis, there are observable variations in the rate by state at which women are elected to state legislative office. Scholars have noted an additional variation in women office holders: that women of color serve at higher rates than white women. Becki Scola’s book provides an explanation for these two interrelated puzzles on electoral gender gaps. She examines the factors surrounding the uneven proportional distribution of female legislators, and then explores why gender appears to be an advantage for women of color office holders. Through an examination of the divergent state-level institutional and environmental conditions, Scola maps out the factors that contribute to more, or less, female legislative service and how race/ethnicity intersects with these conditions. She reveals that the common conceptions and theories that help us understand women’s office holding in general do not equally apply to both white women and women of color’s legislative service..
