PMSCs have become increasingly important over the past few decades. While their boom is frequently explained in functional terms, such as their cost-efficiency and effectiveness, this book offers an alternative explanation based on an analysis of the online self-presentations of forty-two US- and UK-based companies. PMSCs are shaping how they are perceived and establishing themselves as acceptable and legitimate security actors by eclectically appropriating identities more commonly associated with the military, businesses and humanitarian actors. Depending on their audience and clients’ needs, they can be professional hero warriors, or promise turn-key security solutions based on their exceptional expertise, or, in a similar way to humanitarians, reassure those in need of relief and try to make the world a better place. Rather than being merely public relations, the self-referential assertions of PMSCs are political. Not only do they contribute to a normalization of private security and reinforce an already ongoing blurring of lines between the public and private sectors, they also change what we deem to be ‘security’ and a ‘security actor’. Political leaders invoke their own heroic credentials, soldiers are celebrated at sporting events, ordinary citizens become state symbols (or symbols of opposition), and high profile celebrities embody a glamorized, humanitarian heroism. Using analytical tools drawn from international relations, gender studies, war studies, history, and comparative politics, this book examines the cultural and political phenomenon of heroism and its relationship to the process of creating, sustaining and challenging political communities. Arguing that heroism is socially constructed and relational, the contributors demonstrate that heroes and heroic narratives always serve particular interests in the ways that they create and uphold certain images of states and other political communities. Studying the heroes that have been sanctioned by a community tells us important things about that community, including how it sees itself, its values and its pressing needs at a particular moment. Conversely, understanding those who are presented in opposition to heroes (victims, demonized opponents), or who become the heroes of resistance movements, can also tell us a great deal about the politics of a state or a regime. Heroes are at once the institutionalization of political power, and yet amorphous--one can go from being a hero to a villain in short order. For example, the policy response to the Zika outbreak centred on limiting the spread of the vector through civic participation and asking women to defer pregnancy. Both actions are inherently gendered and reveal a distinct lack of consideration of the everyday lives of women. These policies placed women in a position whereby were blamed if they had a child born with Congenital Zika Syndrome, and at the same time governments required women to undertake invisible labour for vector control. What does this tell us about the role of women in global health security? This feminist critique of the Zika outbreak, argues that global health security has thus far lacked a substantive feminist engagement, with the result that the very policies created to manage an outbreak of disease disproportionately fail to protect women. Women are both differentially infected and affected by epidemics. Yet, the dominant policy narrative of global health security has created pathways which focus on protecting the international spread of disease to state economies, rather than protecting those who are most at risk. As such, the state-based structure of global health security provides the fault-line for global health security and women. This book highlights the ways in which women are disadvantaged by global health security policy, through engagement with feminist security studies concepts of visibility; social and stratified reproduction; intersectionality; and structural violence. It argues that it was no coincidence that poor, black women living in low quality housing were the most affected by the Zika outbreak and will continue to be so, until global health security is gender mainstreamed. More broadly, I ask what would global health policy look like if it were to take gender seriously, and how would this impact global disease control sustainability?"--

What are the practical implications of basing policy on problematic discourses? In this highly original poststructural feminist critique, the author maps the discursive terrains of institutions, both NGOs and the UN, which formulate and implement resolutions and guides of practice that affect gender issues in the context of international policy practices. The author investigates UN Security Council Resolution 1325, passed in 2000 to address gender issues in conflict areas, in order to examine the discursive construction of security policy that takes gender seriously. In doing so, she argues that language is not merely descriptive of social/political reality but rather constitutive of it. Moving from concept to discourse, and in turn to practice, the author analyses the ways in which the resolution's discursive construction had an enormous influence over the practicalities of its implementation, and how the resulting tensions and inconsistencies in its construction contributed to its failures. The book argues for a re-conceptualisation of gendered violence in conjunction with security, in order to avoid partial and highly problematic understandings of their practical relationship. Drawing together theoretical work on discourses of gender violence and international security, sexualised violence in war, gender and peace processes, and the domestic-international dichotomy with her own rigorous empirical investigation, the author develops a compelling discourse-theoretical analysis that promises to have far-reaching impact in both academic and policy environments.
