Available in PDF, EPUB and Kindle. Book excerpt: Examining the South African National Gender Policy guidelines, this thorough analysis explores the extent to which integrated development plans of local municipalities uphold women’s rights as stated in the South African constitution. Based on a project carried out in KwaZulu-Natal from 2004 to 2006, this in-depth research considers the difficulties posed to South African women who wish to meaningfully participate in local government because of entrenched patriarchy in their communities. This exhaustive study also stimulates discussion on how to advance gender equality in developing countries within the context of decentralization.

Book Integrated Development Planning and Women Empowerment in Rural Areas

Download or read book Integrated Development Planning and Women Empowerment in Rural Areas written by Gift Mupambwa and published by LAP Lambert Academic Publishing. This book was released on 2011-10 with total page 144 pages. Available in PDF, EPUB and Kindle. Book excerpt: In order to eradicate the legacy of the past, the South African democratic government adopted a developmental approach to local government. This necessitated a commitment on the part of local government, through the Integrated Development Plan(IDP) in facilitating community participation thus ensuring a transformation in the livelihoods of the public. The current study of women empowerment through participation in the IDP processes of Ncera & Ngqele villages in Alice has shown that women participation in the IDP is resulting in empowerment, although the empowerment is not widely noticeable & also since empowerment is a continuous process it cannot be realized within a short time space. The study found out that IDP like any other developmental policy is still dominated by man & is elite driven. In addition lack of resources, there is lack of capacitation building & time has been conceived to be also a challenge to participation. The study concluded that empowerment seems to be occurring in the two rural areas, but a lot still needs to be done to ensure that the participatory spheres becomes gender sensitive & equal participation in all the phases of the IDP process is guaranteed.

Book excerpt: "This sourcebook aims at providing local governments with the tools to better understand the importance of gender in the decision-making process and to reach better solutions for the communities they serve. For this publication the following key issues of local governance have been selected: participation in local government, land rights, urban planning, service provision, local government financing, violence against women and local economic development. Each of these issues is introduced by a brief gender analysis. Numerous case studies illustrate what local governments can do. Reflection questions and training exercises help trainers to develop successful training events. [...] [The manual] is designed as a companion to other UN-HABITAT training tools, providing local government trainers with the background and tested training methods they need to strengthen the gender dimension in their day-to-day training activities. The source book may also be used as a stand-alone tool, introducing local governments to gender issues and their importance for local government policy-making and project implementation." -- P. iv.

Book Gender Planning and the Policy Process

Download or read book Gender Planning and the Policy Process written by Jo Little and published by Pergamon. This book was released on 1994 with total page 232 pages. Available in PDF, EPUB and Kindle. Book excerpt: Planning has a central essential legitimacy in addressing social goals. Despite the ideal position of planning is being able to initiate, encourage & strengthen the links between the theory & practice of feminism in its relationship with gender, planning can act against women's interests & thus reinforce the unequal distribution of powers between the sexes, not only within the planning discipline but also in the assumptions & practice in our use of the built environment. This book provides a feminist interpretation of contemporary urban planning. It outlines the gender inequalities which characterize many areas of mainstream planning as well as the assumptions & practices surrounding our use of the built environment. The book incorporates detailed theoretical discussion on the underlying basis & form of women's subordination & applies this discussion to the development & implementation of planning policies. Attention focuses on both the establishment & operation of formal 'women's initiatives' within local government & on the promotion of specific policies aimed at meeitng women's needs within key areas of planning. - Habitat International, December 1994

Book Fair Shared Cities

Download or read book Fair Shared Cities written by Marion Roberts and published by Routledge. This book was released on 2016-04-15 with total page 349 pages. Available in PDF, EPUB and Kindle. Book excerpt: Bringing together a diverse team of leading scholars and professionals, this book offers a variety of insights into ongoing gender mainstreaming policies in Europe with a focus on urban/spatial planning. Gender mainstreaming was first legislated for in the European Union with the Treaty of Amsterdam in 1999 and, although many interesting developments have occurred throughout the decade that followed, there is still much to do in terms of policy, knowledge production, dissemination and education. This work contributes to all three objectives, by advancing the state of knowledge, as well as providing educational and professional tools in the field of gender sensitive planning in Europe. The volume begins by explaining the concept of gender mainstreaming in relation to its origins in the 'second wave' of the women's movement and critiques of planning, architecture, transport planning and other built environment disciplines. It then provides a brief history of how gender mainstreaming was incorporated into European law, before focussing on the theoretical issues and questions that surround the concept of gender mainstreaming as they relate to urban space and the planning of cities and regions, including a discussion of the persistence of inequalities between the sexes in their access to urban space and services. In particular, the division between waged and unwaged work and its impact on the social construction of gender and of the physical built environment is considered. The differences between definitions of feminism and their implications for action in planning and design are also explored, paying regard to the tensions between a feminist vision of a transformation of gender relations and the requirements of gender mainstreaming to accommodate the different needs of women and men in their everyday lives in urban space. Throughout the book, key issues recur, such as the importance of time and space in the experience of urbanism, resistances to change on the part of institutions and social structures, and the importance of networks. Education and training also appear as common themes, as do citizen participation and the structures of governance. The chapters are organised into four sections: concepts, structures, empowerment and spatial quality. Contributors demonstrate a variety of approaches to the intersections of gender, women, cities, and planning, dealing with substantive and procedural issues in planning, at both local and regional scales. They stress the links between environmental sustainability and gender-sensitive urban development. The book concludes by putting forward an outlook for future action.

Book Gendered Approaches to Spatial Development in Europe

Download or read book Gendered Approaches to Spatial Development in Europe written by Barbara Zibell and published by Routledge. This book was released on 2019-03-27 with total page 248 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the extent to which gendered approaches are evident and effective in spatial development in selected European countries. Beginning with an introduction to theories and concepts of gender, space and development, the book includes a brief historical review of gender in spatial planning and development throughout Europe in general, and an overview of different national frameworks in European countries, comparing legal, organisational and cultural similarities and differences. This is followed by a critical reflection on how simplifications and stereotypes of gender concepts are used in the practice of spatial development. The main part of the book offers a transnational discussion of planning practices on selected thematic topics. It starts with gender-sensitivity in urban master planning and at neighbourhood level referring to different types of planning manuals. Furthermore, the book focuses on gender-sensitive evaluation in urban planning as well as international agendas for sustainable development as a framework for a new generation of gender equality policies. The chapter authors assert that climate change, migration and austerity have threatened gender equality and therefore spatial development needs to be especially alert to gender dimensions. The editors end with an outlook and suggestions for further action and research on gender issues in spatial development. With inputs from some of Europe’s leading thinkers on gender, space and development, this volume is designed to inspire students, scholars and practitioners to reflect upon the contribution that gendered approaches can make in the various fields of spatial development and environmental planning.

Book Mainstreaming Gender Democratizing the State

Download or read book Mainstreaming Gender Democratizing the State written by Shirin Rai and published by Routledge. This book was released on 2017-07-12 with total page 372 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Mainstreaming Gender, Democratizing the State" reflects the commitment of the United Nations to promote mechanisms that aim to achieve equality between women and men. It identifies institutional mechanisms for the advancement of women including national machineries as one of twelve critical areas of concern. National machineries are the primary institutional mechanism entrusted with the implementation of the strategic objectives contained in the goals for equity set by the United Nations. The mandate of these national institutions has evolved from promoting women-specific projects to ensuring that equality concerns are integrated into all government legislation, policy, programs, and budgetary processes. National machineries face serious constraints in fulfilling their mandate including; inadequate financial and human resources, relatively powerless locations within government structures, and insufficient linkage with civil societies. This volume illustrates that the ability of UN-member states to subscribe to the agenda of equality between women and men has been significantly enhanced by the creation of these national-level institutions. National machineries for the advancement of women were initially conceived at the World Conference on the International Women's Year held in Mexico City in 1975 and since then have been considered systematically by world conferences on women in Copenhagen (1980), Nairobi (1985), and Beijing (1995), as well as the sessions of the Commission on the Status of Women. The twenty-third special session of the General Assembly in Beijing reiterated the significant role that national machineries play in promoting equality between women and men, gender mainstreaming, and monitoring of the implementation of the Beijing Platform for Action as well as the Convention on the Elimination of All Forms of Discrimination against Women. There has been a long-standing need for a volume to bring together discussions on theory and practice as well as comparative analysis and in-depth case studies of national machineries; this book responds to that need.
