Book excerpt: The history of police and policing have been the subject of much interest and research in recent years, but this book provides the first serious academic exploration of the origins and development of the role of soldier-policemen: the gendarmeries of nineteenth-century Europe. The author presents a detailed account of the French Gendarmeries from the old regime up to the First World War, and looks at the reasons for how and why this model came to be exported across continental Europe in the wake of the Revolutionary and Napoleonic armies. In particular their role is examined within the differing national contexts of Italy, Germany and the Habsburg Empire. The gendarmeries, it is argued, played a significant role in establishing the state, particularly in rural areas. As the physical manifestation of the state, gendarmes carried the state's law and a promise of protection, whilst at the same time ensuring in turn that the state received its annual levies of conscripts and taxes This account fully explores how the organisation and style of nineteenth-century soldier-policing in France developed in such a way that it brought the idea of the state and the state's law to much of twentieth-century continental Europe.

It focuses on their institutional features and functions, including material and human resources, and uses case studies from Europe, the Middle East and North Africa to illustrate these characteristics in different contexts. The overall development of gendarmeries has been a somewhat paradoxical one. On the one hand, most of these forces have witnessed a considerable expansion, and come to assume an increasingly prominent role in addressing many of the currently most important security challenges, ranging from border control and counterterrorism to public order tasks in international peace operations. On the other hand, there has also been a trend towards the demilitarization of gendarmeries, which in some European countries has ultimately led to their dissolution and integration into the civilian police. The paper suggests an explanation of these seemingly contradictory developments with reference to two broad – and at least partly opposing – trends: the convergence of internal and external security agendas, which to a large extent is a post-Cold War phenomenon; and the demilitarization of internal security, which is a more long-term historical trend and part of the more general democratization process. Based on this analysis, the paper predicts that in the long run gendarmeries are likely to be further demilitarized, eventually losing their formal military status, although in the context of international peace operations militarized gendarmerie forces are expected to play an increasingly significant part.

As well as a chronological history, the book contains a thematic treatment of the police and the Republican regime (including the complex police-justice and police-military relations, the politics of police officials analysing the charge of racism, politico-police scandals, and inequalities of policing), of major controversies (over political policing, municipal or central control of the police, and modernisation), and of areas which pose problems for which there is no clear solution (use of force and police violence, police accountability, private security, and internationalization). In conclusion, the relations between the police and the public, and the place of the police in the political order are assessed. It is inter-disciplinary in approach using the academic literature in sociology, history, political science, criminal justice as well as the writings of police practitioners. The subject is placed in the context of international debates on policing, and the language used is free of jargon and the use, without explanation, of French terms. The bibliography and sources are a basic guide for further study of the subject.
