Yet, with power being increasingly a matter of economic muscle as well as military strength, and following the globalization of economic activity, new responses are needed from the GCC states. Wilson examines the changing trade patterns of the GCC, including export and import trends, the development of entrepôt trade and trade in commercial services. Trade between the GCC states is analyzed, and issues of Arab regional integration are considered. The GCC's commercial relations with Asia are discussed, as well as the stalled dialogue with the European Union. Finally, trade prospects are reviewed. Although there has been some successful export diversification, the GCC countries have not yet developed a trade strategy or used their considerable bargaining power effectively outside the OPEC arena.

Book excerpt: The EU and the GCC formalised their relations in 1988 with the signature of a Cooperation Agreement and the engagement in negotiations for a free trade agreement (FTA). Despite an ambitious framework, however, political and economic relations remain limited, as evidenced by the failure to conclude the FTA. Against this backdrop, and with the growing importance of the Gulf region's trade and investment relations with Europe and the geopolitical outlook of the Arab world, this paper analyses EU-GCC trade and investment patterns over the last two decades. The paper starts by providing a summary of EU-GCC relations. In the second section, it reviews patterns in bilateral trade and foreign direct investment, and goes on to assess both parties' interests and potential gains from concluding an FTA. Finally, it asks whether a free trade deal is likely between the regions and attempts to suggest avenues for strengthening economic and political cooperation.--

This volume addresses the shortcomings and potential of EU-GCC relations by taking stock of their past evolution and by advancing policy recommendations as to how to revamp this strategic cooperation. In this light, it highlights the areas where greater room for manoeuvre exists in order to enhance EU-GCC relations, discusses the instruments available and sheds light on the features of the regional and international context that are likely to significantly influence the new phase in the mutual relation between the two blocs. The book is the result of the research conducted in the framework of the project ‘Sharaka – Enhancing Understanding and Cooperation in EU-GCC Relations’ co-funded by the European Commission.

Book excerpt: German foreign policy towards the Arab Gulf can only be understood within the context of the European Union and the policies of its major EU partners. For analytical purposes, German and European policies towards Iran, Iraq and the GCC countries have to be investigated separately. Regarding Iran, the European consensus on the need to engage the Iranian leaderships has enabled Germany to pursue its interests in maintaining political cooperation and economic ties. Yet, the policy of "critical dialogue" had only very modest results, and it remains doubtful whether the recent British-French-German initiative concerning international safeguards on Iran's nuclear program will be successful. Concerning Iraq, Germany under the "Red-Green" government has abandoned its traditional role as an intra-European mediator between the independent French Middle East policy and the British position of close cooperation with the US. While a common position with France on the question of the legitimacy of military action against the Iraqi regime reflects intensive German-French cooperation on a broad range of European problems, it also marks the first time that the Federal Republic openly disagreed with the US on a matter of war and peace. With regard to the relations with the GCC countries, the strong US military presence will continue to put limits on the level of Germany's and the EU's influence. German and European policy-makers will have to take into account that the political elites of the Arab Gulf states will look toward Washington rather than Paris or Berlin for the foreseeable future. On the other hand, Germany's current energy policy, emphasizing the importance of renewable sources and suppliers from outside the Middle East, could further shift the focus of Germany's economic interests in the region toward expanding trade in a way that increases market shares for Germany's export-oriented economy, while not threatening the survival of domestic industries through competitive imports. Because of the significant impact the Gulf's oil resources have on the stability of the global energy market, Germany's economic well-being will ensure its continuing interest in the region.
