Book excerpt: Gas and oil are pivotal to the functioning of modern societies, yet the ownership, control, production and consumption of hydrocarbons often provokes intense disputes with serious ramifications. Gas, oil and the Irish state examines the dynamics and conflicts of state hydrocarbon management and provides the first comprehensive study of the Irish model. Interpreting the Corrib gas conflict as a microcosm of the Irish state's approach to hydrocarbon management, the book articulates environmental, health and safety concerns underpinning community resistance to the project. It emphasises how the dispute exposed broader issues, such as the privatisation of Irish hydrocarbons in exchange for one of the lowest rates of government take in the world, and served to problematise how the state functions, its close relationship with capital and its deployment of coercive force to repress dissent. Analysis of these issues occurs within an original account of decision-making and policy formation around Irish hydrocarbons from 1957 to 2014. The book traces the development of the state's approach in tandem with occurrences in Irish political economy and examines the impact of global trends on different approaches to hydrocarbon management. A comparative case study of Norway reveals ideological, political, social and economic forces which influence how states manage their hydrocarbons - factors which the book uses as the basis for a rigorous critique of the Irish model.

Disentangling this policy legacy is a complex process and offers both opportunities and challenges for policy makers, institutions, organisations and stakeholders across the UK as they strive to create appropriate new governance structures. With the Agriculture Bill, the 25-Year Environment Plan and the founding of the Office of Environmental Protection, the UK government has provided at least a degree of clarity on the future direction of environmental governance, but much remains uncertain, not least how this is engaged with by different stakeholders. While Brexit is the lens through which rural policy and sustainability are interrogated, this collection demonstrates the underpinning features of rural policy and society, identifying opportunities for addressing deep-seated policy weaknesses thereby creating a more sustainable and equitable rural society. In theory, competition law should regulate and adjudicate such issues. Yet, because contracts between EU companies and producers are highly sensitive and politically charged, the application of EU competition law to natural gas contracts is far from clear. This important book, drawing on ECJ case law, Commission administrative cases and inquiries, and the full range of relevant legal and economic theory, provides an extremely valuable and detailed study of how EU competition law can be applied to long-term natural gas capacity reservation and commodity contracts. His current area of interest is the development of Corporate Social Responsibility (CSR). He considers culture a serious impediment to CSR’s potential to reduce social and environmental conflict in an Irish context. He is acutely aware that Multinational Corporations and national Governments often overlook stakeholder inclusiveness due to self interest. However, he argues that CSR offers those with business interests, social interests and environmental interests a space to come together and adopt better models to reduce conflict. His first book, Corporate Social Responsibility and Shell in Ireland: A Thin Veneer evaluates Shell’s stated commitments to society and the environment in Ireland. It also explores how weak regulation and political facilitation may have influenced Shell to act as poor corporate citizens there. He believes that the absence of proper frameworks to robustly evaluate an organisations commitment to wider society may result in some organisations adopting an à la carte attitude to CSR in general. He points to the lack of NGO’s in Ireland to monitor political processes and regulation. If the status quo remains, he believes that a platform currently exists whereby Multi National Corporations, especially those in the petrochemical industry, may perceive Ireland as a soft option to exploit business interests at the expense of key stakeholder groups and wider society as a whole. This book is useful in provoking discussion on these issues at undergraduate, postgraduate and executive levels. It can be used in courses on leadership, corporate responsibility, ethics, public policy, business and organizational behaviour. It is particularly suitable to classes which cover leadership, ethical decision-making, stakeholder engagement and change management. Key themes that emerge throughout the book include community engagement, the meaning of consultation with a community, the nature of leadership, the importance of planning, and ultimately the meaning of responsible behaviour in both a corporate and government context. The book deals with issues of relative power and accountability, and explores the boundaries of a company’s responsibilities to a community fractured by its presence.
