Book excerpt: This study takes a megaregion approach to project future travel demand and choice of transport modes in the Texas Triangle, which is encompassed by four major metropolitan areas, Dallas-Fort Worth, Houston, San Antonio, and Austin. The model was developed based on three behavioral characteristics of human travel. First, as income grows, demand for more and faster mobility increases. Second, on average, individuals allocate 1-1.5 hours per capita per day for travel. Third, people allocate 10-15% of per capita personal income for transportation related expenses. Measured by person-kilometers of travel (PKT), the total mobility demand in the Triangle region is projected to grow nearly four times from 480 billion in year 2000 to 1.8 trillion in year 2050. Per capita PKT is expected to increase from 32,700 to 61,000 for the same time period. The projections show that more than 70% of the year 2050 travel demand likely comes from high-speed travel at 600 km per hour. The study results call for serious consideration of investing in high-speed travel in the form of High Speed Rail (HSP) now in order to accommodate the future travel demand in the Triangle Region.

Book excerpt: TRB Special Report 320: Interregional Travel: A New Perspective for Policy Making examines the demand for and supply of interregional transportation in the United States. Major additions to transportation infrastructure, including high-speed rail, are being considered for some of the country’s most heavily traveled 100- to 500-mile corridors. The availability and use of the automobile, airplane, and train for interregional travel are reviewed along with the rejuvenated intercity bus. U.S. interregional corridors and transportation options are contrasted with those in Japan and Europe, where substantial investments have been made in passenger rail. Public investments in new, long-lived transportation infrastructure can be risky because of uncertainty about future demand and the development of new technologies and competing transportation services. Decisionmakers in interregional corridors face the added challenge of having to coordinate investments across multiple jurisdictions. The report recommends actions to reduce this uncertainty and create stronger institutional means for developing the country’s interregional corridors. In Mega-Projects, Alan Altshuler and David Luberoff analyze the unprecedented wave of large-scale (mega-) public investments that occurred in American cities during the 1950s and 1960s; the social upheavals they triggered, which derailed large numbers of projects during the late 1960s and early 1970s; and the political impulses that have shaped a new generation of urban mega-projects in the decades since. They also appraise the most important consequences of policy shifts over this half-century and draw out common themes from the rich variety of programmatic and project developments that they chronicle. The authors integrate narratives of national as well as state and local policymaking, and of mobilization by (mainly local) project advocates, with a profound examination of how well leading theories of urban politics explain the observed realities. The specific cases they analyze include a wide mix of transportation and downtown revitalization projects, drawn from numerous regions—most notably Boston, Denver, Los Angeles, New York City, Chicago, Atlanta, Dallas, Portland, and Seattle. While their original research focuses on highway, airport, and rail transit programs and projects, they draw as well on the work of others to analyze the politics of public investment in urban renewal, downtown retailing, convention centers, and professional sports facilities.
