The project's discussions were developed and expanded upon during a two-day public workshop held at the International Atomic Energy Agency in November 2007. A key aspect of that partnership may be cooperation in third countries where both the U.S. and Russia can draw on their experiences over the last decade of non-proliferation cooperation. More broadly, the following issues analyzed over the course of this RAS-NAS project included: safety and security culture, materials protection, control and accounting (MPC&A) best practices, sustainability, nuclear forensics, public-private partnerships, and the expansion of nuclear energy.

Technical experts from India and the United States focused on topics of nuclear material security and promising opportunities for India and the United States to learn from each other and cooperate. Low natural gas prices, financing hurdles, failure to find a permanent repository for high-level nuclear waste, reactions to the Fukushima accident in Japan, and other factors are hastening the day when existing U.S. reactors become uneconomic. The decline of the U.S. nuclear energy industry could be much more rapid than policy makers and stakeholders anticipate. China, India, Russia, and others plan on adding nuclear technology to their mix, furthering the spread of nuclear materials around the globe. U.S. companies must meet a significant share of this demand for nuclear technology, but U.S. firms are currently at a competitive disadvantage due to restrictive and otherwise unsupportive export policies. Without a strong commercial presence in new markets, America’s ability to influence nonproliferation policies and nuclear safety behaviors worldwide is bound to diminish. The United States cannot afford to become irrelevant in a new nuclear age.

Book excerpt: "As global energy demands grow in parallel with concerns over climate change and energy security, States are looking to nuclear power to satisfy their baseload electricity needs and reduce their reliance on carbon fuels. Given the increasing terrorism threat and the potentially high consequences from nuclear incidents, comprehensive security measures are especially important for this critical infrastructure. However, operators are faced with implementing complex and sometimes conflicting guidelines for security and safety developed with limited industry input. In addition, international oversight mechanisms are insufficient, and national oversight through domestic nuclear regulators is challenged by differing levels of experience and conflicting cultural norms. After the 2016 Nuclear Security Summit, a framework will be needed to sustain momentum toward improved nuclear security. The imperatives for nuclear security and safety already exist in treaties, conventions, and UN Security Council resolutions; however, the details of how to implement the agreements often pose dilemmas. With the Amendment to the Convention on the Physical Protection of Nuclear Material likely to enter into force in 2016, and States looking for guidance on complying with its principles, the global community now has an opportunity to support a new framework of multistakeholder engagement to develop voluntary performance standards and to include industry in their development. Such standards could be used to demonstrate compliance with internationally agreed-upon principles. Financial and nonfinancial incentives could be structured to motivate voluntary compliance with these standards so that security can become a valuable commodity instead of an add-on cost. In the largely benign security environment of the 1990s, the United States shifted its focus from nuclear competition to the preservation of a shrinking arsenal and measures to ensure its safety, security, and reliability in the absence of explosive nuclear testing (i.e., stockpile stewardship). In today's eroding security environment, stewardship continues but new demands are emerging for new capabilities and a more agile infrastructure capable of responding to unpredictable future challenges. Successful adaptation of the U.S. nuclear security enterprise to these new challenges requires many changes in national priorities, in oversight culture, and in organizational practices. Adaptation began slowly a decade ago but is now accelerating, with mixed results.

Book excerpt: The government's first Cooperative Threat Reduction (CTR) programs were created in 1991 to eliminate the former Soviet Union's nuclear, chemical, and other weapons and prevent their proliferation. The programs have accomplished a great deal: deactivating thousands of nuclear warheads, neutralizing chemical weapons, converting weapons facilities for peaceful use, and redirecting the work of former weapons scientists and engineers, among other efforts. Originally designed to deal with immediate post-Cold War challenges, the programs must be expanded to other regions and fundamentally redesigned as an active tool of foreign policy that can address contemporary threats from groups that are that are agile, networked, and adaptable. As requested by Congress, Global Security Engagement proposes how this goal can best be achieved. To meet the magnitude of new security challenges, particularly at the nexus of weapons of mass destruction and terrorism, Global Security Engagement recommends a new, more flexible, and responsive model that will draw on a broader range of partners than current programs have. The White House, working across the Executive Branch and with Congress, must lead this effort.

Actions, including provision of appropriate funding, are needed now to sustain and improve the nation's nuclear forensics capabilities. The Department of Homeland Security (DHS), working with cooperating agencies and national laboratories, should plan and implement a sustainable, effective nuclear forensics program. Nuclear forensics is the examination and evaluation of discovered or seized nuclear materials and devices or, in cases of nuclear explosions or radiological dispersals, of detonation signals and post-detonation debris. Nuclear forensic evidence helps law enforcement and intelligence agencies work toward preventing, mitigating, and attributing a nuclear or radiological incident. This report, requested by DHS, the National Nuclear Security Administration, and the Department of Defense, makes recommendations on how to sustain and improve U.S. nuclear forensics capabilities. The United States has developed a nuclear forensics capability that has been demonstrated in real-world incidents of interdicted materials and in exercises of actions required after a nuclear detonation. The committee, however, has concerns about the program and finds that without strong leadership, careful planning, and additional funds, these capabilities will decline.
