Book excerpt: The dissolution of the Western European Union (WEU) and its Assembly in 2011 threatens to leave the EU's inter-governmental Common Foreign and Security Policy (CFSP) and Common Security and Defence Policy (CSDP) without inter-parliamentary scrutiny. The inter-governmental nature of decision-making in the CFSP and CSDP, and the significance of the CFSP and CSDP activities to which EU Member States may agree, make it important that inter-parliamentary oversight should be continued, with national parliaments taking the lead. This short Report puts forward a proposal for successor arrangements to the WEU Assembly which has been drawn up in a process of consultation among relevant Select Committee Chairs of both Houses of Parliament, with a view to putting this proposal before each House for its approval. The Report recommends that the WEU Assembly should be succeeded by an EU Inter-parliamentary Conference on Foreign Affairs, Defence and Security (COFADS). COFADS would secure continued inter-parliamentary scrutiny of this area of EU activity, would not be an autonomous institution and would minimise costs, while adding value to the work that each national parliament does on its own in this field.

Book excerpt: In 2002, the European Parliament and the Council concluded the Inter-institutional Agreement, which provided the EP with access to sensitive Council documents in the area of security and defence policy that the Council decided to withhold from the public. The agreement established an arrangement whereby a special committee, composed of five Members of the EP is allowed to peruse documents, but not share any of the information they gain access to. This paper assesses this arrangement from an accountability perspective. To what extent has the Interinstitutional Agreement strengthened the EP's ability to hold the Council to account for its foreign policy? The analysis shows that the Council's obligation to inform the EP has clearly improved, and the arrangement also gives the EP an opportunity to interrogate the activities of the Council in the field of security and defence. Thus, the arrangement introduces an element of checks and balances to EU security and defence policy. However, its effect is limited by the restriction on how the members of the special committee are allowed to use the information they acquire and the fact that the EP has few if any means to sanction the Council.

Book excerpt: Proposals for reforms for the EU as a whole are likely to find a more favourable reception than possible requests for further 'special treatment' for the UK. The Committee is sceptical that other Member States would be willing to renegotiate existing EU law so as to allow the UK on its own to reduce its degree of integration, especially where this could be seen as undermining the integrity of the Single Market. Other Member States appear to want the UK to remain an EU Member. Closer Eurozone integration is a potential risk to the position of the UK and other non-Eurozone states in the EU. However, the December 2012 agreement on the Single Supervisory Mechanism for banking regulation shows what the UK can achieve to protect its position. The Eurozone is in any case far from a homogenous bloc and the expansion and closer integration of the Eurozone does not therefore necessarily render the UK's position in the EU impossible or worthless. This report does not examine whether the UK should remain in the EU or withdraw. However, it agrees with the Government that, if the UK were to leave the EU, the current arrangements for relations with the EU which are maintained by Norway or Switzerland would not be appropriate for the UK. If it is in the UK's interest to remain in the Single Market, the UK should either remain in the EU, or launch an effort for radical institutional change in Europe to give decision-making rights in the Single Market to all its participating states

Book excerpt: In this report, published on the last day that the Foreign and Commonwealth Office has funding responsibility for the World Service, the Foreign Affairs Committee says that it has "clear differences" with the BBC on new arrangements for governance of the World Service. It specifically has reservations about the move to licence fee funding for the World Service and what that would mean for the World Service's budget, and its ability to be heard amongst all the other competing voices within the BBC. The Committee regrets that the World Service now has no direct voice on either the BBC Executive Board or the Management Board, and it says that it "remains to be seen" whether representation of the World Service's interests at Board level by the Director of News and Current Affairs will indeed safeguard the distinct nature of the World Service. The Committee welcomes the assurance given in evidence by James Harding, the BBC's Director of News and Current Affairs, that the £245 million budget for the World Service in 2014-15 will be used as a baseline for the following two years. But what is really needed is longer-term protection at institutional level, and we continue to be concerned about the absence of a direct voice for the World Service on either the BBC's Executive Board or the Management Board
