In 2003 DoE¿s Office of Science (Science) unveiled its 20-year plan to acquire and upgrade potentially costly research facilities. In light of DoE¿s history and the potential cost of this ambitious plan, the author was asked to examine Science¿s project mgmt. performance. This report determined: (1) the extent to which Science has managed its projects within cost and schedule targets; (2) the factors affecting project mgmt. performance; and (3) challenges that may affect Science¿s future performance. Aloise reviewed 42 selected Science projects. Includes recommendations. Illustrations.

Book excerpt: Renewable Power Pathways is the result of a study by the National Research Council (NRC) Committee for the Programmatic Review of the Office of Power Technologies (OPT) review of the U.S. Department of Energy's (DOE) Office of Power Technologies and its research and development (R&D) programs. The OPT, which is part of the Office of Energy Efficiency and Renewable Energy, conducts R&D programs for the production of electricity from renewable energy sources. Some of these programs are focused on photovoltaic, wind, solar, thermal, geothermal, biopower, and hydroelectric energy technologies; others are focused on energy storage, electric transmission (including superconductivity), and hydrogen technologies. A recent modest initiative is focused on distributed power-generation technologies. This report reviews the activities of each of OPT's programs and makes recommendations for OPT as a whole and major recommendations for individual OPT programs.

The Office of Science enables the U.S. to maintain its competitive edge by funding science that can transform its energy future, supports its national security and seeks to understand the fundamentals of matter and energy itself. To do this the Department of Energy, and the Nation as a whole, need extraordinary scientific and technical talent on a scale to match the competitor countries. However, the Nation's ability to create sufficient talent has eroded. The National Academy of Sciences' "Rising Above the Gathering Storm" report confirms the vital role that a highly skilled technical workforce plays in an innovation economy such as the United States', but warns that the U.S. has not done enough to prepare the next generation of technical workers for careers in the new global economy. The Office of Science is prepared to help address this challenge. Each year, hundreds of thousands of students of all ages--from kindergarten to mid-career scientists--have participated in the educational and workforce development programs sponsored at laboratories. These students could become the core of the Nation's future technical workforce. However, a coherent, overarching strategy is necessary to maximize the efficiency and impact of programs. The strategic plan presented in this document provides this overarching strategy. Four primary strategic areas have emerged from the planning process. Each area focuses on a different part of workforce development: educators, students, workers, and the building of program capacity. Individual sections contain footnotes. Our Nation's security is threatened by the proliferation of weapons of mass destruction. Our environment is under threat from the demands a more populated planet and the legacies of 20th-century activities. Science and the technology derived from it offer the promise to improve the Nation's health and well-being and broadly expand human knowledge. In conducting its programs, the Department of Energy (DOE) employs unique scientific and technical assets, including 30,000 scientists, engineers, and other technical staff, in a complex of outstanding national laboratories that have a capital value of over $45 billion. Through its multidisciplinary research and development activities and its formidable assemblage of scientific and engineering talent, DOE focuses its efforts on four programmatic business lines: (1) Energy Resources--promoting the development and deployment of systems and practices that provide energy that is clean, efficient, reasonably priced, and reliable.
