Mariscal suggested saying nothing at all about the debt and the Convention. I reminded him that exactly a year ago I had proposed this to him, and he had accepted it; but that M. Fernandez had objected. What security was there M. Fernandez would not do this again? M. Mariscal said he thought M. Fernandez would not object now, but he did not seem to have any good reason for this belief. Sir Julian Pauncefote then suggested that Article I should be recast and made part of the preamble. M. Mariscal said this seemed to be a good suggestion, and we proceeded to discuss a new draft with a view to submitting it to Lord Granville. Ultimately we agreed that the following words would best meet the case: --To add to the preamble, after " purpose " --"And whereas the Government of Mexico propose to institute an inquiry into all the pecuniary claims of British subjects, and to negotiate directly with the claimants, with a view to the settlement thereof."
