Stryker brigades are to help fill a gap in capabilities between current heavy and light forces--heavy forces require too much time to deploy, and light infantry forces lack the combat power and mobility of the heavy forces. The Army has a goal to be able to deploy a Stryker brigade anywhere in the world with 4 days. As part of a series of ongoing reviews of Army transformation, GAO assessed the Army's progress in (1) meeting its deployment goal for Stryker brigades and (2) supporting and sustaining a deployed Stryker brigade in combat operations. The Army has made significant progress in creating forces that can be more rapidly deployed than heavy forces with its medium weight Stryker brigades, but it cannot deploy a Stryker brigade anywhere in the world within 4 days. Meeting the 4-day worldwide deployment goal of a brigade-size force would require more airlift than may be possible to allocate to these brigades; at present, it would take from 5 to 14 days, depending on brigade location and destination, and require over one- third of the Air Force's C-17 and C-5 transport aircraft fleet to deploy one Stryker brigade by air. Because airlift alone may not be sufficient, the Army is planning to use a combination of airlift and sealift to deploy the brigades. However, if sealift were used to deploy the Stryker brigades, deployment times to many global regions would be significantly longer than the 4-day goal the Army has set for itself. The Army's plan for supporting and sustaining Stryker brigades in combat operations is still evolving. The Army will not be able to finish its support plan until November 2003, when the results from an operational evaluation of the first Stryker brigade will be issued. Before it can fully implement the support plan, the Army will also need to make funding and other decisions relating to implementing some of the plan's logistical support concepts. Deployment goals may need modification should the brigades' design significantly change in response to direction from the Office of the Secretary of Defense to enhance the brigades' capabilities.

A central tenant of this strategy, building upon National strategic guidance, is the necessity to build partner capacity. Army units, through the regionally aligned forces concept, may find themselves conducting security force assistance (SFA) missions across the globe as a means to achieve these results. However, after examining the Army's SFA mission in Operation IRAQI FREEDOM from 2003-2010, it becomes apparent that institutional and organizational shortcomings plagued the Army's initial efforts in this critical aspect of the campaign. Many of these shortcomings remain in the Army today, particularly within the Army's core formation: the brigade combat team (BCT). This monograph examines the Army's role in conducting SFA in Iraq, drawing key lessons from the Army's experience there, and then provides recommendations on how the Army can better optimize the BCT to conduct SFA, while still retaining its core mission to fight and win America's wars. Book excerpt: Historically, to deter and defeat major threats in Europe and Asia, the United States has relied on forward-deployed Army and Air Force forces, Navy and Marine Corps forces afloat, long-range aircraft in the continental United States (CONUS), prepositioned unit sets in key regions, and reinforcing units from CONUS. For short-warning crises in other regions, Marine Expeditionary Units, the 82nd Airborne Division, Special Operations Forces, and Air Force/Navy air would be combined as appropriate to provide a limited capability that has usually been sufficient for noncombat evacuations and other lesser contingencies. The United States has not had the ability to deploy large joint forces globally from North America in a matter of days or weeks: The transportation challenge has been simply too great. Army transformation efforts seek to establish that ability, turning the Army from the Legacy Force made up of well-equipped heavy warfighting forces, which are difficult to deploy strategically, and rapidly responding light forces, which lack staying power against heavy mechanized forces, to, first, an Interim Force of Stryker Brigade Combat Teams' brigade-sized forces equipped with a family of current generation medium weight wheeled armored vehicles--then, 15 to 20 years out, the Objective Force, equipped with the Future Combat System (FCS), a medium weight tank that the Army hopes can be as survivable and lethal as the 70-ton M-1 tank.

Using a broad range of measures of effectiveness, the authors compared the performance of a Stryker brigade with that of a nondigitized light infantry brigade in certification exercises at the Joint Readiness Training Center and found that the Stryker brigade's superior networking capabilities, superior shared situational awareness, speed of command, and ability to control the speed of command vastly improved the brigade's performance in these exercises. Using NCO measures of effectiveness, this analysis sheds light on the NCO capabilities that made the Stryker brigade a more agile and effective combat force.
