Book excerpt: The Russian aggression in 2014 was an event that caught the United States and its NATO allies by surprise. The reexamination of the U.S.-Russian relationship in the past 12 months has led to a renewed search for insight into modern Russia. That search has resulted in a greater understanding of the 'Russian system' and the forces of stasis and change at work on its various components. This project, described in this publication, used systems thinking design methods to analyze and collaborate, leading to increased understanding of the Russian system. The subsequent wargame was tied to the design approach and led to richer levels of structured collaboration, which permitted a more in-depth analysis of Russia and U.S. policy toward Russia. The structure of the wargame was based on scenarios and questions that Russia, the United States, and Europe will most likely face in the near to midterm. Exploring these questions shed light into how each side thought about issues, priorities, risk, and alternatives when developing policy and strategy. Russian aggression in 2014 caught U.S. policy and strategy off-guard, forcing reactive measures and reevaluation of the U.S. approach toward Russia. Moscow employed nonlinear methodologies and operated just beneath traditional thresholds of conflict to take full advantage of U.S. and NATO policy and process limitations. The fall of the Berlin Wall symbolically signaled the subsequent demise of the Warsaw Pact and the eventual disintegration of the Union of Soviet Socialist Republics. Following nearly fifty years of Cold War hostility and mistrust between the United States and its archetypal enemy, the Soviet Union which began to emerge revealed a newfound sense of openness, conscience, and candor. Not only had the 'new Soviets' developed a taste for democratic principles and free market economics, they also demonstrated uncharacteristic willingness to solicit technical and financial assistance from the West. The ultimate evidence of this remarkable metamorphosis was reflected in the Soviet Union's unprecedented support of U.S. policy in the recent Gulf War with Iraq. Given the dramatic lessening of tension between the two former superpower adversaries, the door has opened to a new phenomena: U.S.-Soviet military cooperation. Six such initiatives are discussed herein: Moving to a Professional Army, Building a National Guard, United Nations Peacekeeping, Exchanging Comradeship, Nation Building, and Supporting Arms Destruction. It is proposed that such collaborative efforts will foster a more stable globe, decrease the potential for future U.S.-Soviet conflict, and provide humanitarian relief and assistance to the Third World.

Why do nations faced with the prospect of large-scale conventional war opt for or against an offensive strategy? John J. Mearsheimer examines a number of crises that led to major conventional wars to explain why deterrence failed. He focuses first on Allied and German decision making in the years 1939–1940, analyzing why the Allies did not strike first against Germany after declaring war and, conversely, why the Germans did attack the West. Turning to the Middle East, he examines the differences in Israeli and Egyptian strategic doctrines prior to the start of the major conventional conflicts in that region. Mearsheimer then critically assays the relative strengths and weaknesses of NATO and the Warsaw Pact to determine the prospects for conventional deterrence in any future crisis. He is also concerned with examining such relatively technical issues as the impact of precision-guided munitions (PGM) on conventional deterrence and the debate over maneuver versus attrition warfare.Mearsheimer pays considerable attention to questions of military strategy and tactics.
