This brought sterling into the turmoil of the world currency markets, and by the end of the 1970s, sterling had quietly ended its role as an international currency. Sterling-dollar diplomacy collapsed, bringing to an end what had hitherto been considered Britain's prime relationship. Britain and European Monetary Cooperation, 1964-1979 provides a unique perspective on these events, shedding light on the complexities of the historical context of British monetary diplomacy and exploring the country's attempt at a European approach to sterling in the 1960s and '70s. The book describes the political and economic approach Britain took at the turn of the 1970s, and explains how the country became restricted by the burden of the sterling balances. In this book, the author illustrates how these developments offered opportunity for both cooperation and conflict in the light of monetary diplomacy. He demonstrates how Britain's struggle to achieve exchange rate stability, twinned with controversy over European Economic Community membership, finally prompted serious reconsideration of economic policy-making. This book challenges the commonly-held perception of the decline of sterling, and explains that, although Britain's attempt at a European approach failed, the decline of the currency was more complicated than a 'managed decline'.

For the first time in its history, during the postwar decade, Britain began to abandon its world­power outlook and to turn toward a European consensus, substituting regional interests for its global perspective. The author asks: How does a people so attuned to worldwide interests and commitments reconcile itself to such drastically altered circumstances as those that followed World War II? How does a people that has historically viewed with hostility the unification of continental Europe develop as a top foreign priority participation in the European integration movement? The book focuses on the response of the British Government to changing international and domestic forces, including elite groups at home. Britain Faces Europe is the first book to examine both the development of British policy and the evolution of attitudes in the British private sector toward European integration between 1957 and 1967. Drawing on public documents and interviews, the author traces the movement of British policy toward a more European out­look. Investigating publications of interest groups such as the National Farmers Union, the Trades Union Congress, the Confederation of British Industry, and such Europe-­oriented groups as Federal Union and the United Kingdom Council for Europe, the author traces the development of support for Common Market membership in the private sector. Book excerpt: This book provides a comprehensive analysis of the opponents of Britain’s first attempt to join the European Economic Community (EEC), between the announcement of Harold Macmillan’s new policy initiative in July 1961 and General de Gaulle’s veto of Britain’s application for membership in January 1963. In particular, this study examines the role of national identity in shaping both the formulation and articulation of arguments put forward by these opponents of Britain’s policy. To date, studies of Britain’s unsuccessful bid for entry have focused on high political analysis of diplomacy and policy formulation. In most accounts, only passing reference is made to domestic opposition.
