Book excerpt: This document consists of candu zr-2.5nb pressure tube inspection and operating data primarily for ontario hydro reactors. the data presented here represent the current contents of the in-reactor deformation database developed and maintained at ohrd/1/. it is intended for use in the understanding of the deformation behaviour of fuel channels in power reactors and in the derivation and fine-tuning of material creep and growth constants for the new deformation equations. in compiling and presenting the deformation and operating data of fuel channels the databse provides a statistical sample of the actual operating behaviour of components in candu power reactors. this sample may be used to detect any abnormal or unexpected effects and to provide a means of comparison between different power reactos. with the future addition of 600 mw and experimental reactor data, this information will play a key role in the development of a broader understanding of fuel channel behaviour in the ongoing process of extending the operating lives of candu reactors. this document represents the first issue of the information in the database in a 3-ring binder format. it is felt that this format will avoid the need to re-issue the entire document when new information becomes available. it will be the responsibility of ohrd to provide updates on a regular basis (most likely annually). the information is divided into three sections: the first section contains diametral expansion inspection data for individual fuel channels, the second contains the sag inspection data, and the third contains the reactor operating data. within each section are three subsections: a legend describing the tables, information on the source and processing of the data in the tables, and the tables of the data.

Book excerpt: The life cycle of a power plant involves many complex phases, each requiring attention to the specific human factors (hf) issues relevant to various project personnel (e.g. operators, maintainers, construction, commissioning + decommissioning personnel). it also includes an ongoing process of change as technology evolves, as new requirements emerge, and as experience reveals new challenges and opportunities to maintain or improve performance. in order to meet these wide ranging and ongoing requirments, a comprehensive, but flexible program is needed that is established and committed to early in the course of any project or any change during the life of the plant. such an approach has been developed in the form of this human factors engineering program plan (hfepp) development guide. the hfepp concept was developed for military applications and is a well established approach in that domain. there is growing awareness now in the power industry, both within canada and abroad, of the potential for human performance improvements through an hfepp. for ontario hydro, there is ample evidence of the scope for improvements from several sources: the significant event reports (sers) from nuclear stations, the recent decline in worker safety record, the recurring recommendations from external reviews such as the recent hare commission and osart (and others before them) and increasing emphasis on human performance by the atomic energy control board (aecb). the regulatory context for work relating to nuclear stations provides a special incentive. it is clear that the aecb will soon require more thoroughly documented and auditable efforts in the area of hf than in the past. a regulatory policy statement requiring much broader and better documented hf than ever before is expected soon. in addition the aecb has let several contracts to external hf consultants in recent years, and is expanding it's hf staff.

Book excerpt: The btf-105 experiment in the blowdown test facility is one of a series of experiments sponsored by the candu owners group (cog) to determine the release, transport and deposition of fission products from nuclear fuel under high-temperature transient conditions. the btf-105 experiment has been broken up into two tests: btf-105a and btf-105b. the btf-105a test is a precursor to the btf-105b test, which will generate fission product release data used to benchmark candu safety analysis codes. the btf-105a test will be used to assess instrumentation and procedures to be used during btf-105b, and to generate correlations between fuel sheath and fuel centreline temperatures. fission product release and transport data will also be obtained from low burnup fuel. the btf-105a test consists of a fuel stringer containing a single unirradiated instrumented zircaloy-clad uo2 fuel element. the assembly will be irradiated at a linear power of 50 kw/m for 10 days to establish an inventory of fission products in the fuel. following the soak irradiation, the stringer will be subjected to a coolant blowdown where the volume average temperature of the uo2 will rise to and be maintained at about 1600-1800 degrees c for about 10 minutes. the fuel element is predicted to fail during the ramp up to this temperature due to complete oxidation of the sheath. fission products released during the transient will be monitored by gamma spectrometers. following the test, the fuel stringer will be removed from the reactor and destructively examined in the crl hot cells. grab samples from inside the test section will also be removed and analyzed for fission products. this report presents an overall plan for the activities to be completed before, during and after the btf-105a blowdown test.

Uranium enrichment has played a relatively quiet but important role in the history of efforts by a number of nations to acquire nuclear weapons and by a number of others to prevent the proliferation of nuclear weapons. For many years the uranium enrichment industry was dominated by a single method, gaseous diffusion, which was technically complex, extremely capital-intensive, and highly inefficient in its use of energy. As long as this remained true, only the richest and most technically advanced nations could afford to pursue the enrichment route to weapon acquisition. But during the 1970s this situation changed dramatically. Several new and far more accessible enrichment techniques were developed, stimulated largely by the anticipation of a rapidly growing demand for enrichment services by the world-wide nuclear power industry. This proliferation of new techniques, coupled with the subsequent contraction of the commercial market for enriched uranium, has created a situation in which uranium enrichment technology might well become the most important contributor to further nuclear weapon proliferation. Some of the issues addressed in this book are: A technical analysis of the most important enrichment techniques in a form that is relevant to analysis of proliferation risks; A detailed projection of the world demand for uranium enrichment services; A summary and critique of present institutional non-proliferation arrangements in the world enrichment industry, and An identification of the states most likely to pursue the enrichment route to acquisition of nuclear weapons.

Three different plant life management models have been used to qualify these nuclear power plants to operate beyond their original design life. This publication presents a collection of sample licensing practices for long term operation among IAEA Member States. The various plant life management models used to obtain long term operation authorizations are described and comparisons drawn against the standard periodic safety review model. Lessons learned and warnings about possible complications and pitfalls are also described to minimize the licensing risk during operation and future long term operation applications. The main intention of this publication is to support nuclear power plant owners and operators planning an extension of plant operation beyond its original design life, but it also serves as a useful guide for those interested in procuring, from the beginning, the necessary tools to implement ageing management in their future plant with long term operation in mind.
