Book excerpt: This Open Access book describes the history of the relationship between the Japan Maritime Self-Defense Force (JMSDF), the heir to the Imperial Japanese Navy (IJN), and the United States Navy (US Navy), with a focus on the individuals who helped build it. Former enemies who fought fiercely on the seas and in the air during the Pacific War, the two navies came to respect each other in action. Soon after the war, when the Cold War turned hot, they began to work together as allies, driven by their respective national interests. With the generous assistance of the US Navy, the JMSDF was established as its counterpart. Over the years, these two navies have gradually built strong ties. Individual officers and sailors on both sides overcame mixed feelings about their erstwhile foes to feel respect for and trust in each other. This was made possible by conducting countless joint exercises and operations at sea. US Navy leaders began to realize that this small maritime force, notwithstanding domestic political, constitutional, and legal limitations, does its job well, is reliable, and can be fully trusted. The JMSDF realized that, sharing common interests and values, there was no better navy in the Asia-Pacific region to ally with. Over seventy years of accumulated shared experiences have transformed this into perhaps the most successful navy-to-navy partnership in the world. The US-Japan maritime alliance today is anchored in this history. Numerous admirals, officers, and sailors of the two navies working together have greatly contributed to the stability and prosperity of the Asia-Pacific region for the past seven decades. This book is intended for readers interested in the history of US-Japan relations and for naval officers and sailors from the US and other countries. It is the author’s sincere desire that they read this book and appreciate the longstanding cooperation between the JMSDF and the US Navy.

Book excerpt: The Battle of Tsushima was the most decisive naval engagement in the century that elapsed since the Battle of Trafalgar in 1805. Although these two battles are often compared, the Battle of Tsushima, in which the Japanese Imperial Navy defeated the Russian Imperial Navy, was also unprecedented in many ways. It marks the first naval victory of an Asian power over a major European power; the most devastating defeat suffered by the Imperial Russian Navy in its entire history; and the only truly decisive engagement between two battleship fleets in modern times. In addition, the Battle of Tsushima was also the most decisive naval engagement of the Russo-Japanese War and one that exerted a major impact on the course of that war. Its impact was so dramatic, in fact, that the two belligerents concluded a peace agreement within three months of the battle's conclusion. At the same time, and because it involved two of the world's largest fleets, the influence this battle exerted was both far reaching and long standing. In subsequent years, the symbolic victory of an "Eastern" power over Tsarist Russia using modern technology was feared and celebrated in both the Western and the Colonial worlds. Similarly, and in both Japan and Russia, the Battle of Tsushima had a prolonged impact on their respective navies as well as on their geopolitical ambitions in Asia and beyond. Book excerpt: Prior to World War II, the Japanese imperial army and navy lived a cat-and-dog existence. They individually reported to the emperor and there was no organization to coordinate their efforts. Their perceived threats and strategies were also different. The army had traditionally looked north toward Russia while the navy focused on America, especially after the Russo-Japanese War. Both services maneuvered for larger shares of the budget. Even war did not bring them closer together. The navy never informed the army of its crushing defeat at Midway, and the army was preparing to build its own submarines by the end of the war because it did not trust the navy. After the conflict, Japan drew from experience and established the Self Defense Force (SDF). The National Defense Academy, established in 1953, adopted a joint education system. The joint staff council coordinated ground, maritime, and air staff offices. Joint training included command post exercises, maritime transportation of ground forces, and maritime and air exercises. A central procurement office managed acquisition for Ground, Maritime, and Air Self Defense Forces. Not all the lessons of the interwar period and World War II were thoroughly learned. Jointness among the services was not fully developed. Threat perceptions and strategies still differed. The Ground Self Defense Force (GSDF) continued to primarily look north, while the Maritime Self Defense Force (MSDF) tended to focus on sea lines of communication, extending southeast and southwest from Japan. Each service built its own communication system, target symbols, and message formats. As a result, they could not communicate among themselves on common secure voice devices. Recent efforts to improve jointness in the Japanese Self Defense Forces offer an opportunity to look ahead and identify ways that these initiatives can contribute to combined operations.
