As he told me on more than one occasion, he had every intention of bringing out another edition. In Marc Bloch's own mind this was not simply a matter of reissuing the original text. He knew, none better, that time stops for no historian, that every good piece of historical writing needs to be rewritten after twenty years: otherwise the writer has failed in his objective, failed to goad others into testing his foundations and improving on his rasher hypotheses by subjecting them to greater precision. Marc Bloch was not given time to refashion his great book as he would have wished. One wonders whether he would in fact ever have brought himself to do it. I have the impression that the prospect of this somewhat dreary and certainly difficult task (however one may try to avoid it, revision of an earlier work is always hampered by the original design, which offers few easy loopholes for escape) held less appeal than the excitement of conceiving and executing an entirely new book. However this may be, our friend has carried this secret, with so many others, to his grave. The fact remains that one of our historical classics, now more than twenty years old, is due for republication and is here presented to the reader.

In Balancing the Scales of Justice, Anthony Crubaugh tests this claim by examining the effects of revolutionary changes in local justice on the inhabitants of one region in rural France. Crubaugh illuminates two poorly understood institutions in eighteenth-century France: seigneurial justice and the revolutionary justice of the peace. He finds that justice was typically slow and expensive in the lords' courts, thus making it difficult for rural inhabitants to benefit from official channels of justice. By contrast, revolutionary reforms gave people the opportunity to submit quarrels to trusted and elected justices of the peace who adjudicated disputes quickly and inexpensively. By juxtaposing seigneurial justice in the ancien régime with the institution of the justice of the peace after 1789, Crubaugh highlights how revolutionary changes in the system of dispute resolution profoundly affected members of rural French society and their relations with the French state. Over time rural dwellers came to accept the primacy of the state in resolving disputes, and the state thereby partially achieved its long-standing goal of penetrating rural areas.

Despite the myth of the “sister republics,” the French have always been our rivals, and have harmed and obstructed our interests more often than not. This history of French hostility goes back to 1704, when a group of French and Indians massacred American settlers in Deerfield, Massachusetts. The authors also debunk the myth of French aid during the Revolution: contrary to popular notions, the French did not enter the war until very late and were mainly interested in hurting their rivals, the British. After the war, the French continued to see themselves as major players in the Western hemisphere and shaped their policies to limit the growth and power of the new nation. The notorious XYZ affair, involving French efforts to undermine the government of George Washington, led to an undeclared naval war with France in 1798. The French victory over President Wilson at Versailles imposed a short-sighted and punitive settlement on Germany that paved the way for the rise of fascism in the 1930s. During World War II, Vichy French troops killed hundreds of American soldiers in North Africa, and diehard French fascist units fought against the Allies in the rubble of Berlin. During the Cold War, Charles DeGaulle yanked France out of NATO and obstructed our efforts to roll back Soviet expansion. The legacy of French imperial power has been no less disastrous. The French left Haiti in a shambles, got us into Vietnam, and educated many of the world’s worst tyrants at their elite universities, including Pol Pot, the genocidal Cambodian dictator. The fascist Baath regimes in Iraq and Syria are another legacy of failed French colonialism. Americans have been particularly irritated by French cultural arrogance—their crusades against American movies, McDonalds, Disney, and the exclusion of American words from their language have always rubbed us the wrong way. This irritation has now blossomed into outrage. Our Oldest Enemy shows why that outrage is justified.
