Book excerpt: On 2 July 1812, Captain David Porter raised a banner on the USS Essex proclaiming 'a free trade and sailors rights', thus creating a political slogan that explained the War of 1812. Free trade demanded the protection of American commerce, while sailors' rights insisted that the British end the impressment of seamen from American ships. Repeated for decades in Congress and in taverns, the slogan reminds us today that the second war with Great Britain was not a mistake. It was a contest for the ideals of the American Revolution bringing together both the high culture of the Enlightenment to establish a new political economy and the low culture of the common folk to assert the equality of humankind. Understanding the War of 1812 and the motto that came to explain it – free trade and sailors' rights – allows us to better comprehend the origins of the American nation.

It focuses on the sailors who led the exploration and settlement of the islands and New Zealand and their seagoing descendants, providing along the way new material and unique observations on traditional and commercial seagoing against the background of major periods in Pacific history. The book begins by detailing the traditions of sailors, a group whose way of life sets them apart. Like all others who live and work at sea, Pacific mariners face the challenges of an often harsh environment, endure separation from their families for months at a time, revere their vessels, and share a singular attitude to risk and death. The period of prehistoric seafaring is discussed using archaeological data, interpretations from interisland exchanges, experimental voyaging, and recent DNA analysis. Sections on the arrival of foreign exploring ships centuries later concentrate on relations between visiting sailors and maritime communities. The more intrusive influx of commercial trading and whaling ships brought new technology, weapons, and differences in the ethics of trade. The successes and failures of Polynesian chiefs who entered trading with European-type ships are recounted as neglected aspects of Pacific history. As foreign-owned commercial ships expanded in the region so did colonialism, which was accompanied by an increase in the number of sailors from metropolitan countries and a decrease in the employment of Pacific islanders on foreign ships. Eventually small-scale island entrepreneurs expanded interisland shipping, and in 1978 the regional Pacific Forum Line was created by newly independent states. This was welcomed as a symbolic return to indigenous Pacific ocean linkages. The book’s final sections detail the life of the modern Pacific seafarer. Most Pacific sailors in the global maritime labor market return home after many months at sea, bringing money, goods, a wider perspective of the world, and sometimes new diseases. Each of these impacts is analyzed, particularly in the case of Kiribati, a major supplier of labor to foreign ships.

Exploring trade network dynamics, decision-making processes, and ports and organizational context, Emily Erikson demonstrates why the English East India Company was a dominant force in the expansion of trade between Europe and Asia, and she sheds light on the related problems of why England experienced rapid economic development and how the relationship between Europe and Asia shifted in the eighteenth and nineteenth centuries. Though the Company held a monopoly on English overseas trade to Asia, the Court of Directors extended the right to trade in Asia to their employees, creating an unusual situation in which employees worked both for themselves and for the Company as overseas merchants. Book excerpt: In the decades after the United States formally declared its independence in 1776, Americans struggled to gain recognition of their new republic and their rights as citizens. None had to fight harder than the nation’s seamen, whose labor took them far from home and deep into the Atlantic world. Citizen Sailors tells the story of how their efforts to become American at sea in the midst of war and revolution created the first national, racially inclusive model of United States citizenship. Nathan Perl-Rosenthal immerses us in sailors’ pursuit of safe passage through the ocean world during the turbulent age of revolution. Challenged by British press-gangs and French privateersmen, who considered them Britons and rejected their citizenship claims, American seamen demanded that the U.S. government take action to protect them. In response, federal leaders created a system of national identification documents for sailors and issued them to tens of thousands of mariners of all races—nearly a century before such credentials came into wider use. Citizenship for American sailors was strikingly ahead of its time: it marked the federal government’s most extensive foray into defining the boundaries of national belonging until the Civil War era, and the government’s most explicit recognition of black Americans’ equal membership as well. This remarkable system succeeded in safeguarding seafarers, but it fell victim to rising racism and nativism after 1815. Not until the twentieth century would the United States again embrace such an inclusive vision of American nationhood.
