Its focus is upon French cooperation in four recent military operations: Operation El Dorado Canyon, Operation Desert Shield/Storm, Operation Provide Comfort (Phase I), and Operations Turquoise/Support Hope. Using the reliability criteria of political rhetoric, interaction between American and French forces, and the accomplishment of military objectives, the study concludes that France is likely to cooperate militarily when she agrees with both the military operation's objectives and means of achieving them and when the operation's sponsor is either France, herself, or a supranational organization, such as the United Nations. The study concludes the primary cause of a lack of military cooperation is France's perception of disregard for her freedom of action. The study further concludes that in the decision to cooperate, France's decision making conforms with the Balance of Threat Theory of International Relations. The theory specifies that confronted with two threats, the country will respond to the greater of the two. As the common leader of combined military operations, the United States occasionally poses a threat to France's freedom of action, thereby influencing the extent of France's cooperation which follows.

First, and most broadly, it is a study of the international history of the pivotal ‘hinge years’, running from the onset of the Depression in late 1929 to the Nazi capture of power in Germany in early 1933. The second theme is the strategic relationship between Britain and France, the critical dynamic in the management of global and European international relations during this time of great fluidity and uncertainty. The most contentious and intractable issue that divided the two countries was the pursuit of international disarmament, which forms the third theme of the book. Strange Allies is based upon extensive research in British and French archives, as well as in the archives of the League of Nations in Geneva. The book’s focus on 1929–31 in particular makes a major contribution to the international history of the interwar period by re-examining the security and strategic policies of the second Labour government in Britain and of foreign minister Aristide Briand in the post-Locarno years in France. For 1931–33, the book looks at the impact of the great financial and economic crisis of 1931 on security and disarmament planning in Britain and France. It then considers the impact of the Anglo-French relationship on the instability of Europe and on the failure of the World Disarmament Conference. This book is the first detailed study of the Anglo-French relationship during a critical period which saw a reshaping of the boundaries of global security. Relations between France, Czechoslovakia, and Poland occupied an important position in European diplomacy in the years between World War I and World War II. Beginning with the breakdown of the old political, social, and economic order on the Continent during the first World War, these relations went through many changes. This book deals with the crucial period from the Paris Peace Conference of 1919 to the signing of the Locarno Pact in 1925. During this time France attempted to establish an eastern barrier of buffer states with Poland and Czechoslovakia at the core, with the aim of keeping Germany and Bolshevik Russia apart. This, France hoped, would guarantee European peace and security. Although an effective eastern barrier was never realized, the attempt to create one was a worthy and important undertaking. Professor Wandycz considers in detail the various aspects of the complex relationship between France and the two western Slav states — geographic, economic, social, and political. In addition, he provides a clear and interesting picture of some of the personalities involved. Through the use of hitherto unpublished source material, he throws new light on many events of general European diplomatic history as well as on Polish, French, and Czechoslovak foreign policy in particular.
