Book excerpt: Excerpt from The Early History of Banking in Iowa The material for this monograph is very intractable, in many cases, for it bristles with details which defy all attempts at condensation without consequent loss of clearness. Con densation has been made wherever it has been practicable. The material from which the history of this period has been drawn is widely scattered. The principal part of it has been found in the library of the State Historical Society at Iowa City, including the Journals of the House of Representatives and Council of Iowa Territory, and the files of the Iowa Cap ital Reporter from 1841 to 1846, and the Iowa Standard from 1840 to 1845 and the Bloomington Herald from 1841 to 1846. The file of the Dubuque Visitor and Iowa News was found at the Library of the State Historical Department lately merged into the Iowa State Library. Use has been made of material found in the library of the University of Chicago, The Newberry Library, the Chicago Public Library, and the Library of the State Historical Society of Wisconsin, obtained while pursuing investigations upon allied subjects. One can but regret the almost total disappearance of the earlier docu ments from the State archives, only two documents used in this monograph are found there. Acknowledgments of thanks are due to Professor Isaac A. Loos, under whose direction the work was undertaken, for courtesies extended during research work and for assistance given in reading the advance sheets; but for any errors found in the text he should not be held responsible. Book excerpt: The Right of Instruction and Representation in American Legislatures, 1778 to 1900 provides a comprehensive analysis of the role constituent instructions played in American politics for more than a hundred years after its founding. Constituent instructions were more widely issued than previously thought, and members of state legislatures and Congress were more likely to obey them than political scientists and historians have assumed. Peverill Squire expands our understanding of constituent instructions beyond a handful of high-profile cases, through analyses of two unique data sets: one examining more than 5,000 actionable communications (instructions and requests) sent to state legislators by constituents through town meetings, mass meetings, and local representative bodies; the other examines more than 6,600 actionable communications directed by state legislatures to their state’s congressional delegations. He draws the data, examples, and quotes almost entirely from original sources, including government documents such as legislative journals, session laws, town and county records, and newspaper stories, as well as diaries, memoirs, and other contemporary sources. Squire also includes instructions to and from Confederate state legislatures in both data sets. In every respect, the Confederate state legislatures mirrored the legislatures that preceded and followed them.

Book excerpt: Frontier Democracy examines the debates over state constitutions in the antebellum Northwest (Indiana, Illinois, Iowa, Michigan, Minnesota, Ohio, and Wisconsin) from the 1820s through the 1850s. This is a book about conversations: in particular, the fights and negotiations over the core ideals in the constitutions that brought these frontier communities to life. Silvana R. Siddali argues that the Northwestern debates over representation and citizenship reveal two profound commitments: the first to fair deliberation, and the second to ethical principles based on republicanism, Christianity, and science. Some of these ideas succeeded brilliantly: within forty years, the region became an economic and demographic success story. However, some failed tragically: racial hatred prevailed everywhere in the region, in spite of reformers' passionate arguments for justice, and resulted in disfranchisement and even exclusion for non-white Northwesterners that lasted for generations.

Berwanger's study of anti-slavery sentiment in the antebellum West is as resoundingly important now, in a new paperback edition, as when first published in 1967. In The Frontier against Slavery, Berwanger attributes the social and political climates of the states and territories Ohio River Valley pioneers settled before 1860 to racial prejudice. Drawing from newspaper accounts, political speeches, correspondence, and legal documents, Berwanger reveals that the whites-only sentiments of the pioneers, rather than humanitarian concern for African Americans, limited the expansion of slavery. This whites-only prejudice shaped laws in the majority of western states and territories that excluded all African Americans, enslaved or free, from citizenship, evidencing the deep-rooted discrimination of political leaders and pioneers.
