Book excerpt: An examination of how the (hyper)local is the locus of real change Many of America’s downtowns, waterfronts, and innovation districts have experienced significant revitalization and reinvestment in recent years, but concentrated poverty and racial segregation remain persistent across thousands of urban, suburban, and rural neighborhoods. The coronavirus pandemic magnified this sustained and growing landscape of inequality. Uneven patterns of economic growth and investment require a shift in how communities are governed and managed. This shift must take into account the changing socioeconomic realities of regions and the pressing need to bring inclusive economic growth and prosperity to more people and places. In this context, place-based (“hyperlocal”) governance structures in the United States and around the globe have been both part of the problem and part of the solution. These organizations range from community land trusts to business improvement districts to neighborhood councils. However, very little systematic research has documented the full diversity and evolution of these organizations as part of one interrelated field. Hyperlocal helps fill that gap by describing the challenges and opportunities of “place governance.” The chapters in Hyperlocal explore both the tensions and benefits associated with governing places in an increasingly fragmented—and inequitable—economic landscape. Together they explore the potential of place governance to give stakeholders a structure through which to share ideas, voice concerns, advocate for investments, and co-design strategies with others both inside and outside their place. They also discuss how place governance can serve the interests of some stakeholders over others, in turn exacerbating wealth-based inequities within and across communities. Finally, they highlight innovative financing, organizing, and ownership models for creating and sustaining more effective and inclusive place governance structures. The authors hope to provoke new thinking among place governance practitioners, policymakers, private sector leaders, urban planners, scholars, students, and philanthropists about how, why, and for whom place governance matters. The book also provides guidance on how to improve place governance practice to benefit more people and places.

The region is under-represented, by any measure, on the International Monetary Fund, the Bank for International Settlements and the Financial Standards Board. Only in the G-20 does the region have fair representation, but its impact is limited because it speaks with a fragmented voice. There are large areas of agreement among regional nations on core economic and governance issues which the region could work together to promote. This article explores in general what keeps the region's three largest economies apart on so many issues and, in particular, explores the huge price China is paying in soft power terms for its belligerence over territorial claims in the South China and East China Seas.

Book excerpt: Abstract: Asian waters have been particularly affected by a high number of piracy incidents during the last three decades. Against the backdrop of established international legal frameworks to combat piracy, states have created additional regional fora of cooperation. Existing theoretical contributions on the regime complex of counter-piracy consider this institutional framework to be highly fragmented and regard it as an impediment to effective cooperation, but empirical evidence is yet lacking. To systematically analyze the development of piracy incidents in Asia, I draw on incident data from 2001 to 2021. Results show that the effect of counter-piracy cooperation is indeed not as negative as hypothesized by the regime complex literature. However, a positive effect cannot easily be quantified either. Discussing possible explanations for this finding, I suggest that instead of unorganized fragmentation, counter-piracy governance in Asia may rather be characterized by a functional differenti

In addition to the number of patients infected with the SARS virus, the disease had profound economic and political repercussions in many of the affected regions. Recent reports of isolated new SARS cases and a fear that the disease could reemerge and spread have put public health officials on high alert for any indications of possible new outbreaks. This report examines the response to SARS by public health systems in individual countries, the biology of the SARS coronavirus and related coronaviruses in animals, the economic and political fallout of the SARS epidemic, quarantine law and other public health measures that apply to combating infectious diseases, and the role of international organizations and scientific cooperation in halting the spread of SARS. The report provides an illuminating survey of findings from the epidemic, along with an assessment of what might be needed in order to contain any future outbreaks of SARS or other emerging infections.
