Book excerpt: An examination of how the (hyper)local is the locus of real change Many of America’s downtowns, waterfronts, and innovation districts have experienced significant revitalization and reinvestment in recent years, but concentrated poverty and racial segregation remain persistent across thousands of urban, suburban, and rural neighborhoods. The coronavirus pandemic magnified this sustained and growing landscape of inequality. Uneven patterns of economic growth and investment require a shift in how communities are governed and managed. This shift must take into account the changing socioeconomic realities of regions and the pressing need to bring inclusive economic growth and prosperity to more people and places. In this context, place-based (“hyperlocal”) governance structures in the United States and around the globe have been both part of the problem and part of the solution. These organizations range from community land trusts to business improvement districts to neighborhood councils. However, very little systematic research has documented the full diversity and evolution of these organizations as part of one interrelated field. Hyperlocal helps fill that gap by describing the challenges and opportunities of “place governance.” The chapters in Hyperlocal explore both the tensions and benefits associated with governing places in an increasingly fragmented—and inequitable—economic landscape. Together they explore the potential of place governance to give stakeholders a structure through which to share ideas, voice concerns, advocate for investments, and co-design strategies with others both inside and outside their place. They also discuss how place governance can serve the interests of some stakeholders over others, in turn exacerbating wealth-based inequities within and across communities. Finally, they highlight innovative financing, organizing, and ownership models for creating and sustaining more effective and inclusive place governance structures. The authors hope to provoke new thinking among place governance practitioners, policymakers, private sector leaders, urban planners, scholars, students, and philanthropists about how, why, and for whom place governance matters. The book also provides guidance on how to improve place governance practice to benefit more people and places.

However, the same cannot be said for what concerns the mechanisms of selection and loss of historical and literary memory, where the voluntary awareness of obscuring is often part of a precise aim, thus leading the cultural memory of a literate society to become fragmented. The present volume explores the devices and criteria of selection and loss in Ancient and Medieval texts and the subsequent fragmentation of such literature, but it also addresses the questions of the damnatio memoriae, of literary strategies such as reticence and omission, as well as of known texts deemed lost but re-found thanks to state-of-the-art methods in digitization. There are many kinds of beings but are there also many kinds of being? The world contains a variety of objects, each of which, let us provisionally assume, exists, but do some objects exist in different ways? Most contemporary metaphysicians would answer "no" to each of these questions. So widespread is this consensus that the questions this book addressed are rarely even raised let alone explicitly answered. But Kris McDaniel carefully examines a wide range of reasons for answering each of these questions with a "yes". Book excerpt: Fragmented Memories is a beautifully rendered exploration of how, during the 1990s, socially and economically marginalized people in the northeastern Indian state of Assam sought to produce a past on which to base a distinctive contemporary identity recognized within late-twentieth-century India. Yasmin Saikia describes how groups of Assamese identified themselves as Tai-Ahom—a people with a glorious past stretching back to the invasion of what is now Assam by Ahom warriors in the thirteenth century. In her account of the 1990s Tai-Ahom identity movement, Saikia considers the problem of competing identities in India, the significance of place and culture, and the outcome of the memory-building project of the Tai-Ahom. Assamese herself, Saikia lived in several different Tai-Ahom villages between 1994 and 1996. She spoke with political activists, intellectuals, militant leaders, shamans, and students and observed and participated in Tai-Ahom religious, social, and political events. She read Tai-Ahom sacred texts and did archival research—looking at colonial documents and government reports—in Calcutta, New Delhi, and London. In Fragmented Memories, Saikia reveals the different narratives relating to the Tai-Ahom as told by the postcolonial Indian government, British colonists, and various texts reaching back to the thirteenth century. She shows how Tai-Ahom identity is practiced in Assam and also in Thailand. Revealing how the “dead” history of Tai-Ahom has been transformed into living memory to demand rights of citizenship, Fragmented Memories is a landmark history told from the periphery of the Indian nation.

A key change has been a shift to very small units, exemplified by Twitter and its strict 280-character limit on individual posts. Consequently, highly fragmented communication has become the norm in many contexts. Fragmented Narrative sets out to explore the production and reception of fragmentary stories, analysing the Twitter-based narrative practices of Donald Trump, the Spanish political movement Podemos, and Egyptian activists writing in the context of the 2013 military intervention in Egypt. Sadler draws on narrative theory and hermeneutics to argue that narrative remains a vital means for understanding, allowing fragmentary content to be grasped together as part of significant wholes. Using Heideggerian ontology, he proposes that our capacity to do this is grounded in the centrality of narrative to human existence itself. The book strives to provide a new way of thinking about the interpretation of fragmentary information, applicable both to social media and beyond. In recent years leading cognitive psychologists have painted a detailed, controversial, and highly critical portrait of common sense reasoning. Stephen Stich begins with a spirited defense of this work and a critique of those writers who argue that widespread irrationality is a biological or conceptual impossibility. Stich then explores the nature of rationality and irrationality: What is it that distinguishes good reasoning from bad? He rejects the most widely accepted approaches to this question approaches which unpack rationality by appeal to truth, to reflective equilibrium or conceptual analysis. The alternative he defends grows out of the pragmatic tradition in which reasoning is viewed as a cognitive tool. Stich's version of pragmatism leads to a radical epistemic relativism and he argues that the widespread abhorrence of relativism is ill founded. Stephen Stich is Professor of Philosophy at Rutgers University and author of From Folk Psychology to Cognitive Science.

Juxtaposing the early Spanish invasions of the region with the arrival of late-twentieth-century industrial "conquistadors," Fragmented Lives, Assembled Parts documents the consequences of imperial history through in-depth ethnographic studies of working-class factory life. By comparing the social and human consequences of recent globalism with the region's pioneer era, Alejandro Lugo demonstrates the ways in which class mobilization is itself constantly being "unmade" at both the international and personal levels for border workers. Book excerpt: "Fragmentation" is a term used in this volume to describe cross-border component specialization and production-sharing. Examination of recent trade data suggests that offshore sourcing of parts and components, as well as offshore assembly, are assuming an increasing role in the world economy. The theoretical implications of this type of specialization are examined in several chapters with the aid of both Ricardian and Heckscher-Ohlin trade models. Production is first decomposed ("fragmented") into its constituent parts and activities, and then it is at this level that factor-intensities and technologies are calibrated. The implications of intra-product specialization and component trade are investigated under conditions of free, restricted, and preferential trade. The role of multinationals is explored and the importance of cross-border service-links among component activities is examined. Overall, extension of the principle of comparative advantage beyond products to the realm of parts and components is welfare-enhancing. Industries take advantage of offshore sourcing in order to reduce costs and increase competitiveness. Component specialization offers new and additional opportunities for the exploitation of scale economies. Across a broad range of conditions, it raises output and employment. Its effects on wages are spelled out. Trade between advanced, high-wage and developing low-wage countries is an obvious candidate for the two-way application of component specialization. The empirical part of the volume presents an evaluation of new data which allow the separation of trade in components and in final products. It also provides assessments of the role of component specialization in the trade of several countries and regions. In addition to their relevance for trade theorists and country specialists, the studies collected in this volume have interesting implications for the conduct of trade policy. They contradict claims that trade with low-wage countries must be welfare-reducing and they suggest new approaches to industrialization and economic development.
