The various armed conflicts, which have flared up in recent years in the world's poorest regions, bear witness to this. The changing terminology applied to the poorest parts of our globe illustrates the change in approach by the advanced countries to their poverty-stricken neighbors. Development is a much broader concept: it has to do with health, education, freedom, reduction in poverty, and all the social changes that we associate with a broader idea of development. But in order to realize these other aspects of development, I think it's too often forgotten that we need to focus on productive capacity. That makes this book really different from other development books in the field, where you have this broad concept like the Millennium Development Goals, where everything is equally important. It's not.

Book excerpt: A growing body of evidence supports the use of two-generation approaches to address the economic security of low-income and poor families in the United States. Two-generation programs and policies seek to mitigate the effect of poverty in two contiguous generations – by helping young children get the best possible start in life while helping their parents become economically self-sufficient. Recent research has shown that successful two-generation programs all share three components, to a greater or lesser degree: an education component for parents and children, an economic support component, and a social capital component. There is a substantial evidence base to support the fact that education and economic supports lead to positive returns in wellbeing and family economic security and that they are critical components of two-generation approaches. However little research has been done on the role social capital can play in two-generation approaches. The purpose of this report is to analyze social capital in relation to its role and manifestation in two-generation programs and its effects relating to outcomes for low-income and poor families. Research for this report was conducted through a review of the extant literature, program evaluations, and case studies as well as information-gathering interviews with on-the-ground two-generation programs. The research suggests that embedding social capital development into two-generation programs has the potential to be a powerful economic development strategy. Overall, the existing research supports the fact that development of social capital is critical to the well-being of individuals and society as a whole. Preliminary evidence supports the notion that social capital formation is a critical component of the two-generation framework. However, more research is needed to substantiate this claim and provide evidence of the role social capital formation plays in these approaches. Additionally creating an evidence base at the policy and programmatic levels will be critical in order to expand and make the case for family economic security strategies based on or incorporating social capital development.

Since Robert Putnam′s identification of the role of social capital in regional governance and economic development, there has been a virtual industry of interest and action created around the implications of his findings for the development of low-income communities. Yet, there remains a paucity of detailed empirical effort testing and refining his ideas. This book attempts to fill this gap. Community Organizing distills lessons from a national demonstration program that employed a novel approach to community organizing consensus organizing. Consensus organizing enhances social capital, building both stronger internal ties and capacity in low-income communities and fostering new relations (bridges) between residents of low-income communities and larger metropolitan area support communities. Using evaluation research and detailed comparative study of community development activity in three diverse demonstration sites, Ross Gittell and Avis Vidal identify key elements of building social capital, which strongly affect community development: comprehension of community development, credibility of effort and participants, confidence, competence, and constructive critiques of efforts. Other elements are more relevant to program management and implementation and include communication among participants, congruence of program effort, management of inherent contradiction, and adjusting implementation to reflect local context. This book describes the limits and promise of building social capital and will be of interest to community development students and professionals.

In 2017, we realized that the socioeconomic issues and conflicts present on the international scale needed to be addressed. Involvement in and a deep understanding of the socioeconomic field is vital, and thus the institution that has grown to become the global research network known as the International Socioeconomics Laboratory was founded. Our success is contingent upon cultivating the unique triumphs of individuals, communities, and countries as we work with a diverse set of legislators and scholars ranging from local leaders in Myanmar to United States Senators. Since 2017, our research has had immense translational effects, which include numerous bills in policy introduced by our institute, as well as our data backed developmental projects for underserved communities that are valued over $150 million USD. We understand that legislative action and expansional ventures around the world with a goal as audacious as supporting human-rights, healthcare growth, and education revitalization is an immense undertaking. However, our institution believes that by focusing on socioeconomics, we can best address the most pressing issues around the world. The relevance of our work has been reinforced in the twenty-first century, as we face social and public health challenges that cannot be ignored. Reliable data is more important than ever before in guiding decision-making on all fronts of social and economic issues. The research in this issue has been produced by fellows of the laboratory with the guidance of their Principal Investigators.
