Book excerpt: In the first chapter of Foster Care: Global Issues, Challenges and Perspectives of the 21st Century, the authors explore modern research regarding children of foster parents around the world, including an overview of literature and the use of an online virtual platform to connect the fostering community. Experts from Canada, the United States, Ireland, Sweden, Australia, and the United Kingdom offered up their knowledge on children of foster parents as well as recommendations for the well-being of said children. Next, a study exploring the implementation of a kinship search program in a child welfare agency is presented in order to determine its benefits. The authors conclude that Kinship Researchers are generally perceived as respectful, helpful, beneficial, and valuable. Additionally, child welfare policy is examined. Later, the essential practice of traditional kinship foster care in Ghana is explored, including current legal provisions, public perception, potential challenges, and future recommendations. The authors also discuss the phenomenon of runaway youth in the foster care system. Due to the fact that children in the foster care system are twice as likely to display runaway indicators than those in the general population, this is a significant issue that warrants understanding. A description of running away in the foster care system is rendered, along with the ramifications that may occur for on-the-run youth. The next chapter deliberates on a study regarding children in out-of-home care in South Korea, comparing the service status of different placement types in terms of developmental outcomes of the children. The results indicate that children in foster care thought of their caregivers and environments more positively than those in institutional care over a period of two years. The following chapter discusses a variety of federal and state laws that address children who were abused and consequently served by the child welfare system. The authors use case studies of foster youth to demonstrate how the law has been used to secure the services, support, and resources needed to place foster youth on a pathway to a more positive future. The final chapter outlines an approach known as, Watch me Play! which encourages supported child-led play in acknowledgement of extensive training needs in the social care workforce. The authors also discuss the potential impact of exploratory and symbolic play to child development, attachment, and communication.

Book excerpt: This book is a study that investigates the phenomenon of streetismthe manner of life of homeless or unmonitored youth on the streets of Accra, Ghana, and other urban centers in a country where barrenness and childlessness are socially undesirable. The study utilizes a qualitative, ethnographic, and critical theory-based approach to present a socio-culturally nuanced addition to the literature on street children. The work engages in theological reflection on the basis of the experiences of poverty and marginalization of the youth on the streets and for their liberation. This thesis also utilizes an intercultural methodology to examine the causes of streetism and liberation praxis for its eradication. The findings of the study include how poverty, dropping out of school, breakdown of the extended family systems, parental death, urbanization, adventure, and earning of personal income influence the migration of youth to the streets. The study also examines the effects of rape and the resilient and hopeful attitudes of the homeless youth. The study proposes pastoral responses on three ecological levels. At the macro level, advocacy is proposed for addressing the problems embedded in social structures, and government policies and ideologies. At the meso-level congregational and community response is offered to deal with issues emanating from local communities and institutions. Dealing with the psychosocial effects at the micro level, the study offers pastoral counseling for street youth and parents, and individual, group, and narrative counseling approaches for individuals and groups within the community.

The World Bank recognizes the importance of the civil service to the general welfare of the 4.6 billion people in low and middle income countries. Between 1981 and 1991, civil service reform was a prominent feature of 90 World Bank lending operations. This paper surveys the Bank's experience in supporting this reform and assesses the progress made. The lending operations concentrated on two separate dimensions: (1) Shorter-term, emergency steps to reform public pay and employment policies, which center on measures to contain the cost and the size of the civil service (2) longer-term civil service strengthening efforts directed toward ongoing, sustained management improvements. After examining the record of these reforms, the authors conclude that the results have been mixed at best. They recommend greater emphasis on devising a coherent, far-reaching strategy for reform and on detailing the set of tactics by which these goals will be achieved.
