Book excerpt: Over 530,000 children are in foster care in the United States, living in a variety of settings, including non-relative foster homes, the homes of relatives, and group homes. However, little research has been available to provide a national picture of the circumstances in which these children reside. The National Survey of Child and Adolescent Well-Being (NSCAW) presents a unique profile of the experiences of children in foster care in the United States. Focusing on a national sample of children in foster care for one year, it provides a portrait of foster caregivers and foster caregiving environments, as well as the perceptions that children themselves have about their foster caregivers and their experiences in foster care. This research brief provides a portrait of those taking care of foster children in our country, the environments in which these children are being cared for, the children's perceptions about their caregiving arrangements, and the plans for reunification of this population. The NSCAW data reveal some favorable findings, such as the positive feelings that children express toward their foster parents and families, particularly those children in kinship care. However, the findings also highlight some issues for future consideration, such as the frequency of children's family visits, the large household size in non-kin foster homes, the relatively low educational and economic status of both kin and non-kin caregivers, and the less positive perceptions of caregiving environments expressed by children in group care. This is the second in a series of NSCAW research briefs, developed by Caliber Associates from the Baseline Report, focused on children in foster care who come into contact with the Child Protective System. Book excerpt: The number of children in foster care continues to rise with 442,995 in foster care according to the Adoption and Foster Care Analysis and Reporting System (AFCARS) Report, (2018). Although many scholarly articles on the foster care system have been published in recent years, limited studies existing on efforts to recruit with kinship or non-related foster parents. With the number of foster children placed in non-related foster homes outnumbering those in kinship homes, the present study is designed to increase understanding of how knowledge of the foster care system, perceptions of the foster care system and foster parents, and personality traits of agreeableness, openness, and conscientiousness impacts prospective foster parents willingness to foster a non-related or kinship child. One finding from the study was that only the personality trait of Conscientiousness predicted willingness to foster a non-related child with R = .195, R2 =.038, F(1,78) =.3.068, p = .084. Another outcome of the study showed that Perceptions of the Foster Care system and the personality trait of Conscientiousness predicted willingness to foster a kinship child at R = .195, R2=.038, F(1,78) =.3.068, p = .084, and R = .187, change in R2= .035, F(1,78) = 2.834, p = .096 respectively. This is one of the first exploratory studies to contribute to the identification of personality traits or knowledge or perceptions of the foster care system with the potential to predict willingness to foster either non-related of kinship children. Future research in this area should continue in attempts to close the gaps between the number of children entering into foster care and the number of foster homes available for them.

Kinship Care: Making the Most of a Valuable Resource sheds light on this changing issue. Using a study involving focus groups of child welfare workers and kinship caregivers, in addition to interviews with local administrators, advocates, and service providers, the authors describe frontline kinship care practices in today's system. They also examine how and when child welfare agencies use kin as foster parents, how their approach to kinship care differs from traditional foster care, and how kinship care practices vary across states. The book also features the experiences of actual kinship foster parents, their challenges, and their interaction with agencies and the courts. Finally, the book provides recommendations for policy development, worker and caregiver training, and issues for further research.
