Book excerpt: The purpose of this study was to provide a greater understanding of the relationships between foster parent training, parenting self-efficacy (PSE), and positive parenting behaviors. This study also aimed to explore some of the challenges that foster parents report in trying to positively parent their foster children. A snowball approach was used to identify past and present foster parents (N = 297) from across the U.S. Participants completed an anonymous, online survey measuring their experience with foster parent training, PSE, and parenting behaviors. Quantitative results indicated different curricula predicted different aspects of PSE, and both Nurturance PSE and Achievement PSE predicted positive parenting behaviors. Qualitative results revealed that the most commonly reported foster parenting challenges were related to foster parenting agencies, child behaviors, and biological families.

Book excerpt: Decades of research have demonstrated that the parent-child dyad and the environment of the familyâ€"which includes all primary caregiversâ€"are at the foundation of children's well- being and healthy development. From birth, children are learning and rely on parents and the other caregivers in their lives to protect and care for them. The impact of parents may never be greater than during the earliest years of life, when a child's brain is rapidly developing and when nearly all of her or his experiences are created and shaped by parents and the family environment. Parents help children build and refine their knowledge and skills, charting a trajectory for their health and well-being during childhood and beyond. The experience of parenting also impacts parents themselves. For instance, parenting can enrich and give focus to parents' lives; generate stress or calm; and create any number of emotions, including feelings of happiness, sadness, fulfillment, and anger. Parenting of young children today takes place in the context of significant ongoing developments. These include: a rapidly growing body of science on early childhood, increases in funding for programs and services for families, changing demographics of the U.S. population, and greater diversity of family structure. Additionally, parenting is increasingly being shaped by technology and increased access to information about parenting. Parenting Matters identifies parenting knowledge, attitudes, and practices associated with positive developmental outcomes in children ages 0-8; universal/preventive and targeted strategies used in a variety of settings that have been effective with parents of young children and that support the identified knowledge, attitudes, and practices; and barriers to and facilitators for parents' use of practices that lead to healthy child outcomes as well as their participation in effective programs and services. This report makes recommendations directed at an array of stakeholders, for promoting the wide-scale adoption of effective programs and services for parents and on areas that warrant further research to inform policy and practice. It is meant to serve as a roadmap for the future of parenting policy, research, and practice in the United States.

Book excerpt: A potentially central influence on parenting is parental self-efficacy, which refers to the parent’s expectations about the degree to which he or she is able to perform effectively or competently as a parent. Parental self-efficacy has been found to play an important role in the associations of parental characteristics, child characteristics, and situational factors, with quality of parenting. However, limited work has been done to examine these relations among foster and kinship caregivers. Foster parents and foster children are at higher risk for parental stress, negative parenting practices, and increased child behavior problems compared to their non-foster counterparts. Therefore the primary goal of current study is to examine these potential correlates of parental self-efficacy among foster and kinship caregivers. Participants were 335 foster or kinship parents (92.5% female; Mage = 45.44; 47.6% Kin, 52.4% Non-kin; 40.9% Hispanic, 36.1% Caucasian, 16.4% African American, 6.6% multi/other) from San Diego County who were part of Keeping Foster Parents Trained and Supported (KEEP), a foster parent training intervention program. Data for the study were taken from baseline phone interviews of the intervention program, prior to any intervention. Participants completed interviewer administered measures of parental self-efficacy, parental stress, parenting strategies, and child behavior problems (Child Behavior Checklist; Parent Daily Report). Linear regressions were used to assess associations between parent and child characteristics and parental self-efficacy. Results indicate that both parent and child characteristics of the family were associated with parental self-efficacy levels in foster parents. Specifically, foster parents with higher levels of parental self-efficacy were less likely to use negative parenting practices (i.e., physical discipline) and evidenced lower levels of general parental stress and stress related to child behavior problems. Foster parents with lower levels of parental self-efficacy were more likely to have children with more externalizing behavior problems. The results from this research extends the current limited research on parental self-efficacy in foster and kinship parents and has implications for the potential role of parental self-efficacy in interventions specific to this population.

Book excerpt: There is a definite link between parent-child relationships and the effect of parenting on the outcomes of children. The U.S. Department of Health and Human Services estimates that there are more than 547,000 children currently in foster placement in the United States due to inadequate and inappropriate parenting. Mediating influences such as stressors, socioeconomic status, level of education, and knowledge of child rearing approaches are viewed as factors determining parenting abilities. Previous research has determined that authoritative parenting style is the most nurturing and tends to produce children who are more socially adjusted, competent, and self-assured. Children parented in nonauthoritative parenting styles are more likely to suffer maladaptive behaviors. When abuse is the result of improper parenting, one alternative option for temporary care is the foster care system. However, once placed, children with severe behavior problems strain the abilities of foster parents who are often unprepared to parent in a style most adaptive to the needs of these children. The purpose of this study was to determine the extent of authoritative parenting among foster parents and to assess whether involvement in authoritative parenting and perceived desire for training in authoritative parenting differed based on foster parents' total household income, level of education, and the number of years involved in foster parenting. Results showed that foster parents in this study demonstrated an overall involvement in the use of authoritative parenting and indicated an overall interest in authoritative parenting training. While the variable of income had no effect on either foster parents' use of authoritative parenting or their desire for training on authoritative parenting, education was a significant factor in the use of authoritative parenting. The results of this study may be used to more fully understand the demographic characteristics that affect foster parents' involvement in authoritative parenting and desire for additional training. Recommendations for future research and training efforts for training foster parents in the use of authoritative parenting are offered. Continuing research and development of new training techniques could increase the ability of foster parents to parent effectively, increase self-efficacy as foster parents, and ultimately increase foster parent retention rates.

Book excerpt: On any given day, more than half a million youth reside in foster care within the United States (Bruskas, 2008; Child Welfare League of America, 2006). Prior to placement, many of these youth have experienced prolonged and substantiated maltreatment such as abuse and neglect, (Levitt, 2009, Sprang, Clark, Kaak, & Brenzel, 2004), which may predispose them to various mental health issues that warrant mental health care (Landsverk, Burns, Stambaugh, & Reutz, 2009). These mental health needs, which far exceed those of their same aged counterparts not residing in foster care, however, may not being adequately addressed by our child welfare or mental health system (Levitt, 2009). Additionally, research suggests that few foster parents receive appropriate and sufficient training to deal with the specific emotional and behavioral problems of the children placed in their care, resulting in lowered foster parent satisfaction levels and multiple failed placements (Barth, Green, Webb, Wall, Gibbons, & Craig, 2008; Chamberlain, Price, Reid, & Landsverk, 2008; Redding, Fried, & Britner, 2000). Based on the literature, it is this author's belief, that one specific mental health concern of youth in foster care is self-injurious behaviors. This belief is based on research, which identifies common environmental and individual risk factors amongst both individuals who engage in acts of self-injury and youth placed in foster care (Claes, Vandereycken & Vertommen, 2004; Gratz, 2006; Strong, 1998; Suyemoto & MacDonald, 1995, van der Kolk, Perry & Herman, 1991; van der Kolk, McFarlane & Weisaeth, 1996; & Walsh, 2006). Although a paucity of research exists on the exact prevalence rates of self-injurious behavior amongst the foster care population, literature which indicates the need for foster parents to receive increased training on the potential various mental health issues of youth in care is overwhelming. The present work consists of a psycho-educational training program designed to be implemented by certified foster parent trainers and administered to licensed foster parents. This six-hour training was developed from an integration of the research on effective treatments for self-injurious behaviors amongst adolescents, as well as the literature examining the unique mental health needs of youth placed in foster care. The training program utilizes a multi-modal format including case vignettes, role plays, questionnaires, and group activities in conjunction with lecture, to help foster parents become familiar with the current research on self-injurious behaviors and the special risk factors of the youth placed in their home. The training also includes strategies that foster parents can utilize to effectively parent a youth who self-injures, which include communication skills, a suicide assessment protocol, information on how to navigate the mental health system, and resources for support. The implications and limitations of this training, as well as areas of future research are discussed.

Correlational and hierarchical and linear regression analyses were used to assess associations between foster parenting strategies, child behavior problems, and family contextual variables. Externalizing and internalizing child behavior problems were positively associated and controlled for in subsequent analyses. Regression analyses revealed more positive discipline was related to higher levels of externalizing behavior problems, controlling for internalizing behavior problems. Neither positive nor negative discipline explained a significant amount of variance in internalizing behavior problems, controlling for externalizing behavior problems. Non-kin caregivers used more positive reinforcement. Younger child age and fewer children in the home were related to more positive reinforcement. Higher levels of foster parent stress associated with child behavior problems was related to more positive discipline. Younger child age was associated with more positive discipline. Higher levels of foster parent stress and foster parent stress associated with child behavior problems were related to more negative discipline. Longer length of time the child spent in the home was associated with more negative discipline. Results extend the current limited research on these relations and offer implications for improving the efficacy of foster parent training interventions
