Part 1 describes the conditions of the agricultural sector within which the African peasant farmer must operate, and then outlines an approach to farm management tailored to those conditions. Part 2 sets out the research planning and investigation tasks implied by the approach. Survey techniques, as well as the value of a pre-survey for understanding general attributes of a farm system, are reviewed, and alternative data-collection methods are elaborated. Part 3 shows how research data can be used in planning content for extension programs. Dr. Collinson concludes with the details of a planning method that interpolates changes in farm practice into a model of the existing farm system and that projects a sequence of changes, representing a sequence of extension content, on the basis of farmer acceptability.

Book excerpt: Agriculture is a major contributor to Africa’s GDP, the region’s biggest source of employment and its largest food producer. However, agricultural productivity remains low and buyer-driven global value chains offer few opportunities for small producers to upgrade into higher value-added activities. In recent years, the revival of Africa’s cooperatives has been celebrated by governments and international donors as a pathway towards inclusive agricultural development, and this book explores the strengths but also the issues which surround these cooperatives. The book scrutinizes the neoliberal ideal of economic prosperity arising through the operation of liberalized labor markets by illuminating the discriminatory nature of Uganda’s informal labor relations. It points to the role of cooperatives as a potential instrument of progressive change in African export agriculture, where large numbers of small producers depend on casual wage work in addition to farming. In contrast to the portrayal, advanced by some governments and rarely questioned by donors, of an unproblematic co-existence of small producers’ collective action and big capital interests, the author calls for a re-politicized debate on the Social and Solidarity Economy. As part of this, she highlights the adverse political and economic conditions faced by African cooperatives, including intense international competition in agricultural processing, inadequate access to infrastructure and services, and at times antagonistic state-cooperative relations. Supported by wide-ranging interdisciplinary evidence, including new ethnographic, survey and interview data, this book shows how cooperatives may be co-opted by both the state and corporations in a discourse that ignores structural inequalities in value chains and emphasizes poverty reduction over economic and political empowerment. It provides a critique of New Institutional Economics as a framework for understanding how institutions shape redistribution, and develops a political economy approach to explore the conditions for structural change in African export agriculture.

The book does for UPC and Uganda as a whole what no other book has done for both so far. It employs three sets of theories: the theory of national-democratic liberation; the theory of modes of production; and, the theory of social identities to analyse the Ugandan situation. Through the use of these theories it succeeds in unravelling issues which have remained unexplained so far. Such issues include why there have been a contradiction between Buganda, on the one side, and the rest of the identities/nationalities/tribes of Uganda on the other. The book explains that this contradiction arose from the fact that Buganda has been a dominant power/identity in the region since around 1600. The book also reveals in great details how British intelligence masterminded the 1971 coup which brought Idd Amin to power. It does a searing analysis of Obotes nationalisation measures of the late 60s, denying the socialist claims about them and showing the measures to be nationalistic as well as progressive. It treats the eruptions of the mid 60s which ended with the abolition of the monarchies as aspects of the national-democratic liberation. It has a chapter which takes a swipe at the National Resistance Movement. At the end of the book is an appendix which gives a critical analysis of the position of Marxists, particularly Professor Mahmood Mamdani on UPC.

Book excerpt: ... we do not yet seem to have realised that the exchange of products between countries in one part of the world but at different stages of development is no less natural, and no less profitable for the various nations, than the exchange of products which differ because they grow in different climates' (Thiinen-Hall, xg66, p. 194). There have been few attempts to study agriculture within a spatial framework, notwithstanding the quintessential importance of land as a production factor. Land is most often treated as generalized environment although it could also be considered as social and economic space-social because even the most crowded of farming communities has much greater distance between its basic social units than exist within an urban-industrial agglomeration, and economic because distances to markets, to factor sources and to information must be overcome and frequently vary by type of market, factor and information source. Modem agricultural geography has been largely preoccupied with the development of techniques and with classification, often as ends in thexnselves, or with a geographical element consisting mainly of some general locational reference or regional description. Rarely has there been an attempt to identify a spatial structure associated with some particular agricultural enterprise* or practice.
