Pursuing Hagedorn’s intellectual development, we have tried to reflect on the core questions of humanity according to Ernst Bloch “Who are we?”, “Where do we come from?” and “Where are we heading?” In this way, and without knowing it, Konrad Hagedorn initiated a c- lective action process he would have very much enjoyed ... if he had been allowed to take part in it. But it was our aim and constant motivation to surprise him with this collection of essays in his honour. Konrad Hagedorn was reared as the youngest child of a peasant family on a small farm in the remote moorland of East Frisia, Germany. During his childhood in the poverty-ridden years after the Second World War, he faced a life where humans were heavily dependent on using nature around them for their livelihoods; meanwhile, he learned about the fragility of the environment. As a boy, he - tended a one-room schoolhouse, where his great intellectual talents were first r- ognised and used for co-teaching his schoolmates. These early teaching expe- ences might have laid the foundations for his later becoming a dedicated lecturer and mentor.

'The book editors and most chapter authors are affiliated with three institutions in the Research Triangle: the Southern Research Station of the USDA Forest Service (K. Abt, Butry, Holmes, Mercer, Moulton, Prestemon, Wear), the Department of Forestry at North Carolina State University (R. Abt, Ahn, Cubbage, Sills), and the Environmental and Natural Resource Economics Program of Research Triangle Institute (Murray, Pattanayak). Two other Triangle institutions are also represented among the book authors: Duke University (Kramer) and the Forestland Group (Zinkhan). In addition to our primary affiliations, many of us are adjunct faculty and/or graduates of Triangle universities. Many of our co-authors also graduated from or were previously affiliated with Triangle institutions. Thus, the selection of topics, methods, and case studies reflects the work of this particular network of economists, and to some degree, our location in the southeastern United States. However, our work and the chapters encompass other regions of the United States and the world, including Latin America and Asia.

Examining the evolution of the philosophies underlying that conflict, Dr. Alston traces the failure to achieve a unified resources policy to the seemingly incompatible ideological positions held by resource specialists, interest groups, policymakers, econo mists, and foresters. His analysis goes beyond his case study of na ional forest policy to focus on an ancient question basic to policy making in a democratic society: How can government provide a sociopolitical framework that accomodates both individual interests and the need for unity in a collective existence? Only within this broader framework, he argues, is it possible to determine the proper division between private and public resource management or the proper role of government in natural resources planning. Incorporating a critical evaluation of the development of classical and neoclassical economic theory, this work makes clear the need to strike a balance between a strictly individualistic and an ecological point of view. Dr. Alston illustrates the ideological conflicts that complicate resources planning and explores the possibility of a new ideology capable of accomodating and inte grating differences to meet the complex needs of society.

From the very beginning of the settlement of the country some wise heads recognized that attention to satisfactory forest conditions is as necessary as attention to other economic conditions. William Penn, the founder and first legislator of Pennsylvania, as early as 1682, stipulated in his ordinances, regarding the disposal of lands, that for every five acres cleared of forest growth one acre should be left to forest. In 1640, only two years after its settlement, the inhabitants of Exeter, N. H., adopted a general order for the regulation of the cutting of oak timber, then a most valuable export material, a precaution which other towns followed. In 1701, the governor of New York reports 40 mills in the province of New York, and referring to one working with 12 saws, he adds, "A few such mills will quickly destroy all the woods in the Province at a reasonable distance from them." And he recommended that each person who removed a tree should pay for planting four or five young trees, as the Russians do to-day.1 1 See "History of the Lumber Industry in the State of New York," by Colonel W. Book excerpt: The current paradigm of forest economics is based on Faustmann Formulation (FF) of land expectation value proposed by Martin Faustmann. It was a great achievement by a forester to propose a formulation that captures some fundamental economic features of capital theory which. However, the followers of the FF approach have trapped themselves into the past, and have not shown any indication of economic acumen of the great Faustmann. This has resulted in a common problem in the current paradigm of forest economics, known as Faustmann Forest Resource Economics (FFRE), to prescribe the application of a single (FF) approach to all situations irrespective of the specific features of the situation. The current state of forest economics is similar to that of neoclassical economics, and is full of inefficiencies. In neoclassical economics, inefficiencies are due to its “locked-in” position in rational economic man, while in forest economics inefficiencies are due to its “locked-in” position in the FF. The focus of this volume is on the new paradigm of forest economics termed as Post-Faustmann Forest Resource Economics (PFFRE). The first chapter lays the foundation of the PFFRE, and presents the key distinctions between the FFRE and the PFFRE. The volume includes twelve other chapters that address issues related to forest economics from perspectives different than the FFRE. Chapter 2 to 6 are focused on issues related to human behavior that is different than the rational economic man, Chapter 7 and 8 on public choice theory, Chapter 9 and 10 on systems approaches, and Chapter 11 to 13 on incremental approaches to incorporate new features in the FFRE.
