Book excerpt: "The Forest Landscape Assessment Tool (FLAT) is a set of procedures and tools used to rapidly determine forest ecological conditions and potential threats. FLAT enables planners and managers to understand baseline conditions, determine and prioritize restoration needs across a landscape system, and conduct ongoing monitoring to achieve land management goals. The rapid assessment process presents a cost-effective opportunity for landowners that include local governments, private owners, and nongovernmental organizations to use ecological data to guide decisionmaking and improve environmental outcomes on their lands. This report is an introduction to FLAT, providing an overview of its purpose, methods, and implications for land management in diverse regions. FLAT is executed in three sequential phases: Phase 1--Forest Cover Type Mapping, Phase 2--Field Assessment, and Phase 3--Management Prioritization. Overall, FLAT consists of onsite visual estimation (aided by remote sensing) of ecological conditions by a trained field team to produce a forest inventory. In addition to providing baseline data and a framework to prioritize actions, FLAT can be used as a monitoring tool to evaluate changing conditions and inform adjustments in management strategies and priorities. To illustrate FLAT implementation, the King County Department of Natural Resources and Parks case study details a pilot project conducted on 24,700 of the more than 26,000 ac of county lands. King County is using the results from FLAT to develop and implement forest stewardship plans and target efforts of its volunteer restoration program. Although the tool was initially used in lowland forests in the Puget Sound region, in concept, FLAT could be expanded and adapted for use in a wide variety of ecosystem types."--Abstract

The emphasis is on recognising the need to take human and institutional factors into consideration, as well as the more obvious biophysical factors. The first section of the book presents the issue from an analytical and problem-orientated viewpoint, while later sections focus on solutions. Book excerpt: Poverty, food insecurity, biodiversity and habitat loss are persistent global challenges that are further exacerbated by the impacts of climate change. These challenges are particularly hard felt in the tropical landscapes of the global South where tensions between local socio-economic and international environmental commitments are pervasive. Due to the apparent failure of sectorial approaches to address such challenges, more holistic strategies are being increasingly promoted. Integrated landscape approaches are one such example; essentially a governance strategy that engages multiple stakeholders to reconcile societal and environmental objectives at the landscape scale to identify trade-offs and potential synergies for more sustainable and equitable land management. Integrated landscape approaches have been widely endorsed in the international and national policy arena, within academia, and in the discourse surrounding conservation and development funding. However, despite strong scientific theories and concepts, the implementation, and particularly evaluation and reporting, of integrated landscape approaches in the tropics remains poorly developed. The COLANDS initiative represents an explicit attempt to contribute towards the evidence base by operationalizing integrated landscape approaches in Ghana, Zambia and Indonesia. In this regard we aim to provide regular, honest reporting of progress. This book details the experiences of researchers engaged in these landscape-scale initiatives across the first two years of implementation. With dedicated chapters on current progress, biodiversity, methods and evaluation the book provides useful tools and resources for research and implementation. Furthermore, we consider the complex socio-political challenges associated with landscape approaches with chapters focussed on how to effectively engaging stakeholders and understanding the national policy environment. We then provide profiles of the sites in each of the three countries and describe the historical context, current status and potential for more integrated landscape governance. Even though this approach is complex and involves multiple ecological, social, cultural, economic, and political dimensions, the landscape perspective appears to offer the best opportunity for a sustained provision of forest ecosystem services.
