Book excerpt: Policy failures in environment and development have been blamed on frag mented and eclectic policies and strategies. The 1992 United Nations Con ference on Environment and Development, the 'Earth Summit' in Rio de Janeiro, called therefore for an integrated approach in planning and policy making to achieve long-term sustainable growth and development. The Con ference also recognized in its action plan, the Agenda 21, that integrated poli cies need to be supported by integrated information, notably requiring the implementation of integrated environmental and economic accounting by its member States. During the preparations for the Rio Summit, scientists and practitioners of national accounting met in a Special Conference on Environmental Account ing, organized by the International Association for Research in Income and Wealth (IARIW) in Baden, Austria. Their aim was to explore the need for and methodologies of adjusting national accounts for environmental reasons. National accountants had faced mounting criticism that conventional accounting neglected new scarcities in natural capital, as well as the social cost of environmental degradation. The result of their deliberations was a draft manual, later issued by the United Nations Statistics Division (UNSD) as a handbook of Integrated Environmental and Economic Accounting.

Book excerpt: Southern forests provide a variety of critical ecosystem services, from purification of water and air to recreational opportunities for millions of people. Because many of these services are public goods with no observable market value, they are not fully accounted for in land use and policy decisions. There have been several efforts to remedy this by estimating the total value of forests in different States, with each effort including different bundles of ecosystem services and using different valuation methodologies. In this guide, we propose a more consistent and theoretically sound approach to 1) quantifying annual flows of ecosystem services, 2) developing a spatial catalog of the marginal values of changes in those flows, and 3) accounting for the total value of ecosystem services lost or gained as a result of changes in forest ecosystems. Four chapters-on cultural services, watershed services, air quality and carbon, and provisioning of non-timber forest products-provide guidance on best practices for quantifying and estimating the values of these services as provided by forests. Expert panels were convened to write each chapter. The guide as a whole was developed with input from the Southern Group of State Foresters and stakeholder meetings held in 2014 and 2015. Nor do they fully account for the fact that some resources are being depleted in achieving the living standards that we enjoy today. This failure is important, because policy-makers are guided by the changes in macroeconomic indicators such as GNP. Moreover such indicators are not a good guide to the sustainability of present practices of consumption and production. This book provides practical estimates of one key area of neglect in the present national accounts - the measurement of environmental damages. The book sets out the methodology for making such estimates and then applies it to data from four countries: Germany, Italy, The Netherlands and the UK. The results show what can be achieved in the way of consistent damage estimates and what the key problems are.

Individuals as well as nations wish to measure their capital stock and in particular their sustainable income which they may consume without living beyond their means and drawing down their assets. There are various kinds of capital: man-made, natural/environmental, and various forms of social capital. Most national accounting in the past has focused on the man-made capital. To be able to properly maintain it, one needs to be aware of and compute a capital consumption (or depreciation) allowance. This allowance is subtracted from a nation's gross domestic product (GDP) to arrive at a nation's net domestic product (NDP). If one only considers man-made capital, the NDP so computed is sustainable in the sense that one can consume that amount while maintaining the capital stock intact, which forms the basis for future production and income. The author deals with the question of how to better account for natural capital in an integrated way within the usual economic accounting framework. He describes the progress that has been made in recent years in conceptualizing and operationalizing the proposed approaches and measures. The author has made an important contribution to this topic in collaboration with the United Nations Statistical Agency (UNSTAT). The publication's goal is to be able to measure environmentally sustainable income.
