[...] The registry and reserve include forestry protocols for the forest sector (for organizations and landowners to account for entity-wide forest carbon stocks and emissions), for forest projects (for carbon sequestration projects by landowners), and for certification (for third-party verifiers to assess reported GHG data).38 The Climate Registry. [...] The provision specifically includes carbon in environmental services, in recognition of the need for uniform standards and consistent measures of emissions reduction and carbon sequestration in the agricultural and forestry sectors. [...] Some carbon may be added to the soil through decomposition, but much of the carbon left on the site returns to the atmosphere over time - a few minutes if the slash (tree tops and limbs) is burned; weeks, months, or even years if the slash rots.

Book excerpt: Countries globally are committing to achieve future greenhouse gas emissions reductions to address our changing climate, as outlined in the Paris Agreement from the United Nations Framework Convention on Climate Change (UNFCCC) Conference of the Parties. These commitments, called nationally determined contributions (NDCs), are based on projected anthropogenic greenhouse gas (GHG) emissions levels across all sectors of the economy, including land use, land use change, and forestry (LULUCF) activities. Projecting LULUCF emissions is uniquely challenging, and the uncertainty of future LULUCF emissions could require additional mitigation efforts in the land use sectors to reduce the risk of NDC noncompliance. The objectives of this paper are to provide critical information on what forest sector mitigation activities are currently underway in the United States on private lands, review recent literature estimates of the mitigation potential from these activities (and associated economic costs), identify gaps in the literature where additional analytical work is needed, and provide recommendations for targeted mitigation strategies should US emissions approach or exceed targeted post-2020 NDC levels.

We analyze ten different scenarios through 2020, varying the global emission caps and the REDD rules. An inclusion of REDD credits without any adjustments in the global cap will lower carbon prices significantly and cause crowding out. The cap must move towards the 2 degrees climate target if REDD inclusion is to maintain high carbon prices and strong incentives for emissions reductions in other sectors. At the same time, reaching the 2 degree target without full REDD inclusion will increase global mitigation costs by more than 50%.
