Book excerpt: International migration is favoured by the governments of many poorer countries despite often well-publicized abuses affecting individual migrant workers. Not only is local unemployment reduced but also it is expected that the migrants will learn new skills, with many even becoming entrepreneurs on their return home. Meantime they are seen as a source of foreign remittances, providing needed capital for economic development. Such is the attitude in Pakistan from where thousands of migrant workers leave every year for the Gulf states especially. An anthropological study approaching this issue from a local (village) level, this book focuses on two areas of the Punjab. Describing the historical passage of rural life from pre-colonial times to the present, it shows how the rural economy of the Punjab was not transformed by the green revolution - on the contrary, it is still a subsistence economy. The resulting poverty combined with Pakistan's labour-market policies forces many Punjabi men to seek work abroad, in turn bringing changes to the economic role of the women left behind. Remittances from abroad have brought further changes on the economic and social life of the villages but not, as expected, to bring economic development let alone capital or entrepreneurialism to the area.

Asia’s trade and cultural contact with the Gulf date back to ancient historical times. Since the 1970s, the economic rise of the Gulf Cooperation Council (GCC) countries owing to the discovery of oil has inspired a huge influx of migrant workers from Asia. At present, out of roughly 15 million expatriates in the Gulf region, Asians constitute around 12 million (80 percent). The chapters in this book look at migration from countries like India, Sri Lanka, Bangladesh, Pakistan, Indonesia and Philippines to the different GCC countries. A few chapters also focus on migration from the India state of Kerala- a state where migration to the Gulf is prominent and where remittances make up over 36 percent of the state GDP. Furthermore, the issues covered range from labour practices and policies, citizenship and state protection, human rights, gender and caste as well as diaspora. This book explores the multifaceted nuances of the ‘Asia-Gulf migratory corridor’ and unearths future prospects and strategic implications. In Fighting for Foreigners, Apichai W. Shipper details how, in response, Japanese citizens have established a variety of local advocacy groups-some faith based, some secular-to help immigrants secure access to social services, economic equity, and political rights. Drawing on his years of ethnographic fieldwork and a pragmatic account of political motivation he calls associative activism, Shipper asserts that institutions that support illegal foreigners make the most dramatic contributions to democratic multiculturalism. The changing demographics of Japan have been stimulating public discussions, the political participation of marginalized groups, and calls for fair treatment of immigrants. Nongovernmental organizations established by the Japanese have been more effective than the ethnically particular associations formed by migrants themselves, Shipper finds. Activists who initially work in concert to solve specific and local problems eventually become more ambitious in terms of political representation and opinion formation. As debates about the costs and benefits of immigration rage across the developed world, Shipper's research offers a refreshing new perspective: rather than undermining democracy in industrialized society, immigrants can make a positive institutional contribution to vibrant forms of democratic multiculturalism.
