Book excerpt: The issue of cross-border immigrant workers from Bangladesh into Assam's North-East India has been unique and unprecedented in nature and intensity for the last three decades. It is highly sensitive one when it comes to refers to illegal migration. People attempted to rage debate on this particular issue and there now exists a good volume of literature on illegal immigration. Very limited studies across the globes focus on the issue of immigrant workers and their rights at the destination country. Against the paucity of literature this study is emphasis. Therefore, the research questions are formulated as: What do we understand about cross-border immigration, particularly in the context of Assam's North-East India, its causes and consequences? What steps can be taken for cross-border labour migration? How can the rights of these migrants be safeguarded under the relevant of ILO conventions? What is the impact of different types of local intervention by the non-State actors on migration? Specifically, this paper focuses on immigrant workers working in different sectors of the Assam economy using secondary data from Indian Census. It is found that the majority of immigrant workers is engaged in agriculture and allied activities. The share of female migrant workers in agriculture and industry in both the rural and urban areas is greater compared to their male counterparts, whereas the percentage share of males engaged in the service sector in both the rural and urban areas are more than females. The rich in agriculture and natural resources of Assam economy may have attracted the immigrant workers from Bangladesh. Other than the official statistics there are concerns about the influx of the illegal immigrant workers into Assam which are unwelcomed by the local citizens due to fear of competition for their jobs and loss of cultural identity. Instead, the local people resist the settler migrant workers. To promote and protect the welfare of the migrant workers and to ensure their right to work, India should establish and study the contribution of immigrant workers so as to formulate a policy that will be benefit both countries. Bilateral and multilateral discussions among sending and receiving countries could help.

Book excerpt: This edited volume contains sixteen chapters by eminent scholars on one of the largest migration corridors in the world i.e., between South and South-East Asia and the Gulf region. Asia’s trade and cultural contact with the Gulf date back to ancient historical times. Since the 1970s, the economic rise of the Gulf Cooperation Council (GCC) countries owing to the discovery of oil has inspired a huge influx of migrant workers from Asia. At present, out of roughly 15 million expatriates in the Gulf region, Asians constitute around 12 million (80 percent). The chapters in this book look at migration from countries like India, Sri Lanka, Bangladesh, Pakistan, Indonesia and Philippines to the different GCC countries. A few chapters also focus on migration from the India state of Kerala- a state where migration to the Gulf is prominent and where remittances make up over 36 percent of the state GDP. Furthermore, the issues covered range from labour practices and policies, citizenship and state protection, human rights, gender and caste as well as diaspora. This book explores the multifaceted nuances of the ‘Asia-Gulf migratory corridor’ and unearths future prospects and strategic implications. However, this immigration is seen as being overwhelmingly male. Female migrants are depicted either as family migrants following in the path chosen by men, or as victims of desperation, forced into the migrant path due to economic exigencies. This book investigates the work trajectories and related assimilation experiences of independent Indian women who have chosen their own migratory pathways in the United States. The links between individual experiences and the macro trends of women, work, immigration and feminism are explored. The authors use historical records, previously unpublished gender disaggregate immigration data, and interviews with Indian women who have migrated to the US in every decade since the 1960s to demonstrate that independent migration among Indian women has a long and substantial history. Their status as skilled independent migrants can represent a relatively privileged and empowered choice. However, their working lives intersect with the gender constraints of labor markets in both India and the US. Vijaya and Biswas argue that their experiences of being relatively empowered, yet pushing against gender constraints in two different environments, can provide a unique perspective to the immigrant assimilation narrative and comparative gender dynamics in the global political economy. Casting light on a hidden, but steady, stream within the large group of skilled immigrants to the United States from India, this book will be of interest to researchers in the fields of political economy, anthropology, and sociology, including migration, race, class, ethnic and gender studies, as well as Asian studies.
