While this book focuses on the economic dimensions of international labour emigration, principally from Cambodia, Laos and Vietnam to Thailand, it recognizes at the very outset the equal standing of non-economic motivations for migration.

Book excerpt: In this thesis, I examine determinants of Cambodia labor migration to South Korea and explore the migration experiences and post-return situations of Cambodian returned migrants from South Korea through the Employment Permit System (hereafter EPS). I also investigate how their remitted savings and acquired material markers shape their post-return activities and reintegration experiences in the country of origin, using the individual factors. To examine the determinants of their migration to South Korea, their migration experiences, post-return and reintegration activities, I conducted the in-depth semi-structured interviews with four Cambodians who had worked as the labor migrants in and had returned from South Korea prior the interview. The findings show that their return migration intention is largely shaped by the mandatory return policy of the Employment Permit System, and their saving accumulation has influenced their acquired material markers, and their post-return activities in some important ways. Although the EPS removes migrant's agency in deciding their return, the migrant workers still have some interesting agencies to decide what to do in terms of how they maintain their socio-economic ties with their country of origin, how they manage their remittance behavior and their post-return and reintegration activities and coping strategies.

Book excerpt: The assessment finds that the legislative framework launched in December 2013 to enable complaints has provided migrant workers a clear avenue and process for lodging complaints and receiving compensation. The assessment finds that there has been considerable use of the complaints mechanism by migrant workers and that staff from the Ministry of Labour and Vocational Training (MOLVT), Provincial Departments of Labour and Vocational Training (PDOLVT), Migrant Worker Resource Centres (MRCs), trade unions and service providers have demonstrated strong commitment to pursuing migrant workers' right to justice through the dispute resolution process. The assessment also reveals inconsistencies in the implementation of these processes, and provides recommendations to address these gaps. The International Labour Organization (ILO) Tripartite Action to Protect Migrant Workers within and from the Greater Mekong Subregion (GMS TRIANGLE project) has supported labour migration governance in Cambodia through improving policy legislation, capacity building of stakeholders, and support to migrant workers, including in the receipt and resolution of complaints. This assessment of the complaints mechanism will contribute to improving migration governance in Cambodia by initiating analysis and beginning an evidenced-based discussion on the complaints process with stakeholders.

Book excerpt: Interrelations between Public Policies, Migration and Development in Cambodia is the result of a project carried out by the Cambodia Development Resource Institute (CDRI) and the OECD Development Centre, in collaboration with the Ministry of Interior and with support from the European Union. The project aimed to provide policy makers with evidence on the way migration influences specific sectors – the labour market, agriculture, education and investment and financial services – and, in turn, how sectoral policies affect migration. The report addresses three dimensions of the migration cycle that have become an important part of the country's social and economic contexts: emigration, remittances and return. The results of the empirical work confirm that even though migration contributes to the development of Cambodia, the potential of migration is not fully exploited. One explanation is that migration only appears to a very limited extent in the National Strategic Development Plan. Many policy makers in Cambodia do not sufficiently take migration into account in their respective policy areas. Cambodia therefore needs to adopt a more coherent policy agenda to do more to integrate migration into its National Strategic Development Plan, improve co-ordination mechanisms and strengthen international co-operation. This would enhance the contribution of migration to development in the country.
