Reynolds did not deny shooting Liu but claimed self-defense and, like all members of US military assistance and advisory groups, was protected under diplomatic immunity. Reynolds's acquittal sparked a series of riots across Taiwan that became an international crisis for the Eisenhower administration and raised serious questions about the legal status of US military forces positioned around the world. In American Justice in Taiwan, author Stephen G. Craft provides the first comprehensive study of the causes and consequences of the Reynolds trial and the ensuing protests. After more than a century of what they perceived as unfair treaties imposed by Western nations, the Taiwanese regarded the special legal status of resident American personnel with extreme distrust. While Eisenhower and his advisers considered Taiwan to be a vital ally against Chinese communism, the US believed that the Taiwanese government had instigated the unrest in order to protest the verdict and demand legal jurisdiction over GIs. Regardless, the events that transpired in 1957 exposed the enormous difficulty of applying the US's Uniform Code of Military Justice (UCMJ) across cultures. Employing meticulous research from both Western and Chinese archives, Craft demonstrates that the riots were only anti-American in that the Taiwanese rejected the UCMJ, the affording of diplomatic immunity to occupying US forces, and the military courts' interpretation of self-defense. His compelling study provides a new lens through which to examine US--Taiwan relations in the 1950s, US policy in Asia, and the incredibly charged and complex question of the legal status of US troops on foreign soil.

It is often assumed that if the United States failed to defend an ally, then this disloyalty would instantly and irrevocably damage US alliances across the globe. Henry proposes that such damage is by no means inevitable and that predictions of disaster are dangerously simplistic. If other allies fear the risks of military escalation more than the consequences of the United States abandoning an ally, then they will welcome, encourage, and even praise such an instance of disloyalty. It is also often assumed that alliance interdependence only constrains US policy options, but Henry shows how the United States can manipulate interdependence to set an example of what constitutes acceptable allied behavior. Using declassified documents, Henry explores five case studies involving US alliances with South Korea, Japan, the Republic of China, the Philippines, Australia, and New Zealand. Reliability and Alliance Interdependence makes a substantial contribution to our understanding of how America's alliances in Asia function as an interdependent system.

Having emerged at the end of World War II, this conflict has now existed for more than seven decades. And yet, despite the passage of so much time, within Japan there remains a resilience of belief that the islands will eventually be returned. This book provides a comprehensive analysis of Japan’s prospects of ever recovering these "Northern Territories". Offering an in-depth account of why the Japanese side believe they still have a chance of securing the return of the four islands, it also provides an objective and methodical evaluation of the prospects of these expectations being realised. The key finding is that Japanese policymakers and scholars have consistently overestimated the extent of Japan’s leverage with regard to Russia, and that there is, in fact, already no possibility whatsoever of sovereignty over the four islands being restored to Japan. Book excerpt: After the withdrawal of the Allied Occupation forces, many Japanese political leaders sought for their country a larger and more independent role in world affairs. Thus, the newly installed Hatoyama Government made known its desire for normal diplomatic relations with both the Soviet Union and the (Communist) Republic of china--a goal that became a major Party slogan. The subsequent negotiations for a peace agreement with the Soviet Union precipitated intense domestic political controversy, n part because the issue represented the first major act of foreign policy to be proposed by the government since the restoration of national independence; as such, it attracted many politicians who were just then emerging or reemerging after the Allied purge of pre-war and wartime political leaders. The battle was waged with little concern for the central question of national policy; instead, the main attraction was political--party and factional--power. The two-year conflict, which continued until the conclusion of an agreement with the Soviet Union in 1956, determined many of the characteristic and permanent features that the Japanese political order has displayed since that time. Hence the interest that attaches to this study, which analyzes the political elements affecting the course of negotiations with Russia: public opinion, political parties, private pressure groups, and the formal institutions of government. Mr. Hellmann's perceptive appraisal of the action and interaction of these elements leads to conclusions that challenge many commonly held assumptions about the nature of the Japanese political system, particularly those assumptions concerning the influence of business groups. Since his perspective on the entire political process affecting the negotiations with the Soviet Union is sufficiently broad to permit him to draw parallels with comparable processess in Western nations, the book should interest student of comparative and international politics as well as those concerned with the widening role of Japan in East Asian politics.
