The authors recount how Yugoslavia and the United States, despite great differences in size, wealth, and ideology, overcame early misunderstandings and confrontations to create a generally positive economic relationship based on mutual respect. The Yugoslav experience demonstrated, the authors maintain, that existence outside the bloc was possible, profitable, and nonthreatening to the Soviet Union. The authors describe American official and private support for Yugoslavia's decades-long efforts at economic reform that included the first foreign investment legislation in 1967 and the first introduction of convertible currency in 1990 for any communist country. Also examined are the origins of Yugoslavia's international debt crisis of the early 1980s and the American role in the highly complex multibillion-dollar international effort that helped Yugoslavia surmount that crisis. In the past, U.S. support for the Yugoslav economy was proffered in part, the authors claim, to counter perceived threats from the Soviet Union and its allies. This may have enabled Yugoslavia to avoid some of the hard but necessary economic policy choices; hence, future U.S. support, the book concludes, will likely be tied more closely to the economic and political soundness of Yugoslavia's own actions.

It observes the relations between the two countries primarily from an economic perspective, with the political dimension forming a backdrop within which the economy operated. Perica Hadzi-Jovancic challenges the conventional scholarly wisdom which recognises economics as mainly being a tool of German foreign policy towards Yugoslavia. Instead, he successfully places economic dealings on both sides within the broader context of both the German economic and financial plans and policies of the 1930s, as well as the existing trading ties between the two countries as they had been developing since the 1920s. At the same time, through detailed analysis of unpublished archival material, Hadzi-Jovancic explores the shared political relations from a new perspective; one from which there is a much deeper understanding of Yugoslavia's motives and the resulting implications for the other great powers and the wider regional framework. The book concludes that, contrary to the traditional view in historiography and despite the dependency of Yugoslavia's foreign trade on the German market at the dawn of the Second World War, Yugoslavia maintained both its economic and political agency in the shadow of the Third Reich. It was only international political developments beyond Yugoslavia's control in the years ahead that lead to a more receptive stance towards German demands.

The subsequent independence of Montenegro and Kosovo brought the total number to seven. Balkan scholar and diplomat to the region Mieczyslaw P. Boduszynski examines four of those states—Croatia, Slovenia, Macedonia, and the Federal Republic of Yugoslavia—and traces their divergent paths toward democracy and Euro-Atlantic integration over the past two decades. Boduszynski argues that regime change in the Yugoslav successor states was powerfully shaped by both internal and external forces: the economic conditions on the eve of independence and transition and the incentives offered by the European Union and other Western actors to encourage economic and political liberalization. He shows how these factors contributed to differing formulations of democracy in each state. The author engages with the vexing problems of creating and sustaining democracy when circumstances are not entirely supportive of the effort. He employs innovative concepts to measure the quality of and prospects for democracy in the Balkan region, arguing that procedural indicators of democratization do not adequately describe the stability of liberalism in post-communist states. This unique perspective on developments in the region provides relevant lessons for regime change in the larger post-communist world. Scholars, practitioners, and policymakers will find the book to be a compelling contribution to the study of comparative politics, democratization, and European integration.
