The FnEPs concept represents the operational construct for FORCEnet and demonstrates the power of FORCEnet by integrating a specific set of joint sensors, platforms, weapons, warriors, networks and command and control systems, for the purpose of performing mission-specific engagements. Initial pack asset allocation and constitution will be based on a specific threat or mission; however, the capability to dynamically re-configure and re-allocate assets "on the fly," to reconstitute a new pack will enable cross-mission engagement capabilities. Integrating the six FORCEnet factors must focus on five critical functions we term "Combat Reach Capabilities (CRCs)". These include: Integrated Fire Control (IFC), Automated Battle Management Aids (ABMAs), Composite Tracking (CT), Composite Combat Identification (CCID), and Common/Single Integrated Pictures (CP). FnEPs achieves tully integrated joint capabilities focused on the engagement chain, and represents a revolutionary transformation in Naval operations complimentary to FORCEnet, SEA POWER 21, and Sea Supremacy. This thesis has two goals. First, we will conduct analysis to better understand the FnEPs Concept including the myriad of technical, organizational I, and programmatic requirements for its implementation. Second, we will propose a roadmap for the continued development and institutionalization' of the FnEPs Concept.

The United States and its multinational partners are experiencing a transition from the Industrial Age to the Information Age. Simultaneously, it is fully engaged in a global war on terrorism set in a new period of globalization. These changes, as well as the experiences gained during recent and ongoing military operations, have resulted in the current drive to transform the force with network-centric warfare (NCW) as the centerpiece of this effort. This document describes how the tenets and principles of NCW are providing the foundation for developing new warfighting concepts, organizations, and processes that will allow U.S. forces to maintain a competitive advantage over potential adversaries, now and in the future. In sum, the report provides an overview of the ongoing implementation of NCW in the Department of Defense (DoD). A brief description of NCW, including its origins, its central role in force transformation, its tenets and principles, and an implementation strategy, are provided in Chapter 1. An examination of NCW as an emerging theory of war, its relationship to the four domains of Information Age warfare, the growing evidence of its benefits, and the warfighting advantages it can provide are examined in Chapter 2. Chapter 3 focuses on network-centric operations (NCO), including the relationship of NCO to the overarching Joint Operations Concepts (JOpsC), the NCO experience in Afghanistan and Iraq, the development of the NCO Conceptual Framework, and the conduct of NCO case studies. An overview of Joint and Service plans and initiatives to develop and implement network-centric capabilities and the growing investment in these capabilities by our allies and multinational partners are provided in Chapter 4.

FORCEnet is the operational construct and architectural framework for Naval Network Centric Warfare in the information age that integrates warriors, sensors, networks, command and control, platforms, and weapons into a distributed combat force. TW03 provided an integrated prototype capability for fleet evaluation and refinement of a supportable incremental delivery of FORCEnet capability. The Chat system was limited by the synchronous nature of the system that required constant attention to monitor communications, by the number of participants that could be accommodated and recognized, and by the time required for users to authorize, compose, and type messages. The connections between the fire control systems allowed users to share common situation awareness on tracks, targets, and fire schedules but were mediated by the GCCS-M position information, which could lag up to 15 minutes behind real-time. The utility of the links between the fire support systems were limited by the inability of one system to accommodate the same target designations from another system and by the lack of connection between systems. Situation awareness is a continuing process and the limitation of reliance on chat as a status indicator was highlighted when one shooter was not aware that he was supposed to be in position to provide fire support to shore. Chat technology was used extensively to transfer information among distributed teams. Confusions and missed messages were noted occasionally and were typically due to user interface design problems, ambiguous operating procedures, or technical incompatibilities between chat systems. Display configurations and workspace layouts were problematic and led to inefficiencies in the way that information was transferred within and between command centers. Accordingly, a logical and comprehensive framework for FORCEnet analysis has been developed by combining a capability-based description of FORCEnet with the Conceptual Framework for Network Centric Warfare developed by the Office of the Secretary of Defense. The present paper documents the application of this analysis approach to several aspects of the FORCEnet initiative, including resource and requirement decisions in the planning, programming, budgeting and execution (PPBE) process, analysis of FORCEnet Fleet experiments, support of architecture and standards development, evaluation of tactics, techniques, and procedures (TTP), alignment of science and technology (S & T) and research, development, test, and evaluation (RDT & E) efforts with FORCEnet requirements, and evaluation and selection of modeling and simulation (M & S) tools and scenarios. The results demonstrate how the proposed metrics can be used to assess the improvement in FORCEnet capabilities over time, identify capability gaps, and guide acquisition and technology investments to close those gaps. Finally, the paper summarizes the challenges in applying the metrics.

NCW focuses on using computers, high-speed data links, and networking software to link military personnel, platforms, and formations into highly integrated local and wide-area networks. Within these networks, personnel will share large amounts of critical information on a rapid and continuous basis. DoD believes that NCW will dramatically improve combat capability and efficiency. Key programs for implementing NCW in the Navy include the Cooperative Engagement Capability (CEC), the Joint Fires Network (JFN), the IT-21 program, and ForceNet. A related program is the Navy-Marine Corps Intranet (NMCI). Congress has closely followed and expressed concern for some of these programs, particularly NMCI. This report may be updated if developments warrant.

Book excerpt: The United States Navy is undergoing a rapid transformation in the operations it conducts - the types of enemies it faces, the resources it has to draw upon, the capabilities it can deliver, the manner in which it coordinates with other branches of the armed services, and the organizational structures it uses to bring those new resources and capabilities to bear against a new generation of enemies. To accommodate this rapid transformation, a revolution has been occurring that began with the development of the concept of "network-centric warfare" (NCW). NCW promises to deliver unprecedented operational tempo and situational awareness through networked connectivity. For the Navy, the NCW concept has evolved into the definition of FORCEnet as a future organizing principle. Given this rapid transformation, several questions emerge regarding how best to realize the FORCEnet vision. These questions involve issues such as organizational design, information flow, information filtering, and display technologies. Accordingly, in this report, we describe an effort to develop an integrated testbed to explore FORCEnet concepts and technologies. The testbed is unique in that it serves to unite research on novel FORCEnet architectures with research designed to develop innovative information displays to support network-centric operations. Our intent in this report is to briefly describe this testbed, which will enable future experimentation and validation of emerging concepts.

Book excerpt: 13. ABSTRACT (maximum 200 words) The coalition navies of Australia, Canada, New Zealand, United Kingdom and the United States (AUSCANNZUKUS) are in a period of transformation. They are stepping out of the Industrial Age of warfare and into the Informational Age of warfare. Network Centric Warfare (NCW) is the emerging theory to accomplish this undertaking. NCW describes the combination of strategies, emerging tactics, techniques, and procedures, and organizations that a fully or even partially networked force can employ to create a decisive war fighting advantage. 1 This theory is turned into a concept through Network Centric Operations (NCO) and implemented through the FORCEnet operational construct and architectural framework. The coalition navies are moving in a direction to develop and leverage information more effectively and efficiently. This will lead to an informational advantage that can be used as a combat multiplier to shape and control the environment, so as to dissuade, deter, and decisively defeat any enemy. This analysis was comprised of defining three TTCP AG-6 provided vignettes into ARENA model that captured Coalition ESG configurations at various FORCEnet levels. The results of the analysis demonstrated that enhanced FORCEnet capabilities such as FORCEnet Levels 2 and 4 would satisfy the capability gap for a needed network-centric ESG force that can effectively counter insurgency operations in Maritime warfare. Furthermore, the participating allied navies in the Coalition ESG should pursue acquisition strategies to upgrade their ship platforms in accordance with our recommendation which indicates that FORCEnet Level 2 is the best value.

Book excerpt: The work to be described in this paper addresses recent advances in the application of modeling and simulation (M & S) techniques to the problem of quantifying the force-level warfighting value-added of FORCEnet and related doctrine and systems in the context of realistic scenarios including Operational War Plans (OPLANs). The M & S activities discussed in this paper have been conducted in support of operational experiments and wargames, as part of analyses in support of CINC-level commands, and as a part of analyses in support of certain specific acquisition programs having the requirement to demonstrate synergy with ongoing U.S. Department of Defense (DoD) and U.S. Navy FORCEnet and Network Centric Warfare (NCW) improvement programs. Lessons-learned concerning the challenges associated with representing information technology (IT) infrastructure improvements along with required FORCEnet/NCW warfare process re-engineering (WPR) initiatives will be presented. An iterative cycle of WPR initiative formulation and evaluation is often a required part of an assessment of the force-level warfighting value-added of specific FORCEnet/NCW improvements. This paper will also describe the extent to which the M & S approaches employed in the analyses alluded to above are consistent with the OSD (C3I) Network Centric Warfare Conceptual Framework. This framework provides a basis for making quantitative assessments of the degree to which specific Mission Capabilities Packages (MCPs), IT infrastructure improvement initiatives, and associated warfighting process improvements yield operational value-added in the manner envisioned by the tenants of NCW.
