The Commission heard testimony that prisoners in China are incarcerated for their political views or because of their religious beliefs. Human rights groups have reported that conditions in the forced labor facilities are brutal, that medical care is poor and that workplace conditions are generally exhausting and dangerous. According to the Laogai Research Foundation, China's prison systems (Laogai) are an integral part of the national economy. That Foundation claims to have documented nearly 100-forced labor camps, producing $800 million in sales, and contends that the number of such camps probably numbers well over 1,000. It further contends that goods from Laogai are being imported into the U.S. The Chinese government maintains that products made by forced labor are not exported from China to the United States.

Book excerpt: In Terror Capitalism anthropologist Darren Byler theorizes the contemporary Chinese colonization of the Uyghur Muslim minority group in the northwest autonomous region of Xinjiang. He shows that the mass detention of over one million Uyghurs in “reeducation camps” is part of processes of resource extraction in Uyghur lands that have led to what he calls terror capitalism—a configuration of ethnoracialization, surveillance, and mass detention that in this case promotes settler colonialism. Drawing on ethnographic fieldwork in the regional capital Ürümchi, Byler shows how media infrastructures, the state’s enforcement of “Chinese” cultural values, and the influx of Han Chinese settlers contribute to Uyghur dispossession and their expulsion from the city. He particularly attends to the experiences of young Uyghur men—who are the primary target of state violence—and how they develop masculinities and homosocial friendships to protect themselves against gendered, ethnoracial, and economic violence. By tracing the political and economic stakes of Uyghur colonization, Byler demonstrates that state-directed capitalist dispossession is coconstructed with a colonial relation of domination.

Book excerpt: As many as 1.8 million Uyghurs, ethnic Kazakhs, Kyrgyz, and other Muslim minorities are, or have been, arbitrarily detained in the Xinjiang Uyghur Autonomous Region (XUAR). The severe human rights abuses, torture, political indoctrination, forced renunciations of faith, and widespread and systematic forced labor occurring in mass internment camps may constitute crimes against humanity under international law. Global supply chains are increasingly at risk of being tainted with goods and products made with forced labor from the XUAR. This report documents both products and companies reportedly tainted by forced labor. It also documents how forced labor in the XUAR contravenes U.S. and international law. Based on the findings of this report, the human rights abuses being committed in the XUAR deserve a concerted response from the U.S. Government and the international community. To that end, this report includes recommendations for Congress and the Administration to address the system of forced labor created by the Chinese government. U.S. businesses and consumers should not be complicit in forced labor and Chinese businesses should not profit from the forced labor of Uyghurs, Kazakhs, Kyrgyz, and other Muslim minorities.
