Book excerpt: The Force Structure and Manpower Management Study Corporation during the period from November 1975 through October 1976 had overall objectives of: recommending and assisting in implementing near-term improvements to the Army manpower management system, and recommending long-term improvements to that system. This one-volume Final Report also constitutes the Phase IV Report of the study. Phase IV was devoted to monitoring and assisting in implementing approved Phase III recommendations for near-term improvements, and continued research to develop recommendations concerning long-term measures for improving HQDA manpower management functional procedures, MIS capabilities, and organizational structures. Section 1 of the Final Report provides background information on the study as a whole. The remaining sections of this report address accomplishment of Phase IV tasks, as follows: Monitor and aid implementation of measures aimed at near-term improvements; Assist in planning for fordims implementation and subsequent use; Develop conceptual methods foor tracking manpower actions from HQDA to field level and back; and Recommend long-term improvement measures.

Analysis of the Defense Manpower Data Center's Reserve Component surveys, 1986, Reserve Components Common Personnel Data System, and civilian moonlighting wages predicted from the Bureau of the Census reveals that the U.S. Congress can increase reenlistment by increasing Reserve pay. Reenlistment can also be increased by assigning reservists to primary Military Occupational Specialties in which they are trained.

Book excerpt: USAREUR units at echelons above division are not attaining their assigned ALO due to manpower shortages. It is believed this situation exists due to deployment of new equipment to the theater and added missions without compensating manpower resources. The descriptive research method was used to identify policy, impact, alternatives and other data during the study. Data was gathered at HQDA; HQ, USAREUR; USAREUR MACOM and from other public sources/printed matter. A study of the impact of JCS planning on USAREUR ALO development, manpower management for USAREURs force and a study of Army planning for USAREURs forces was conducted. This study did not reveal any information that considerations were given to providing additional manpower to USAREUR over and above standard missions cited in authorization documents. A study of the unique USAREUR environment and the impact of new system fielding in USAREUR did reveal that a considerable portion of the command's manpower resources are consumed by these processes. The environment requires about 1.5 percent of the command's assigned personnel and new system fielding requires about 1 percent of the command's strength in the affected area (i.e., system related/specific).

The report suggested that organizational concepts leading to a more flexible, capable force must be implemented more broadly to better capitalize on the capabilities and strengths of the reserve components. In particular, such organizational concepts include blending active component (AC) and reserve component (RC) workforces in military units. We define blending as any arrangement or event that brings active and reserve manpower together within organizations for a common purpose. At the organizational level where mission work is actually done, there is interest in workforce integration between the components.

Book excerpt: The Army's modular force restructuring is a multiyear $52.5 billion initiative to redesign operational Army units. The Army also plans to spend $70 billion through fiscal year 2013 to expand the force by 74,200 military personnel. Congress mandated that GAO report annually through fiscal year 2012 on the Army's modular force. For this report, GAO assessed to what extent the Army has accomplished the following: (1) implemented and established management controls for its modular force and force expansion initiatives, and (2) assessed its modular unit designs. GAO assessed Army plans and funding requests; visited brigades that were reorganizing; and examined key Army planning documents, performance metrics, and testing plans. Both brigade combat teams and support brigades were visited, including units from the active component Army, Army National Guard, and Army Reserve. GAO recommends the following: (1) the Army develop a comprehensive strategy and funding plan to improve accountability for staffing and equipping the modular force; (2) the Army develop a plan for assessing the modular force designs; and (3) DoD should review the Army's strategy, funding plan, and assessment plan. DoD concurred with GAO's recommendations; however, DoD's actions for assessing unit designs did not fully meet the intent of GAO's recommendations. GAO added a matter for congressional consideration to require the Army to more fully assess modular force designs in full spectrum warfare.
