Book excerpt: Given the current world order with the U.S. as the only superpower, our level of global commitment remains high and as such the U.S. can expect its armed forces to be engaged in multiple MOOTWs worldwide now and for the foreseeable future. As we have seen in Beirut, Khobar Towers, and even in Somalia, these operations can be just as deadly as full-scale war. Force protection for all future military operations must therefore be seriously considered as a critical function at the operational level, not just as independent efforts at the tactical level as we have seen in the past. We must develope a joint force protection doctrine which is focused at the operational level and geared for MOOTWs. This doctrine should include the intelligence infrastructure necessary to best serve the CINCs. It should also include physical security precautions as well as education and training procedures. We will never be able to predict nor thwart every potential attack against U.S. forces conducting MOOTW. However, it is apparent that our approach to force protection has to change, by first establishing an operational focus. We owe it to our troops and our country.

An air and space expeditionary task force poised to respond to global taskings within hours must establish the means and will to fully protect its forces. Commanders at all levels must have an effective force protection program. Commanders are responsible for protecting their people and the warfighting resources necessary to perform any military operation. We are obligated by the moral necessity of protecting our Airmen to ensure force protection is a part of Air Force culture. The Air Force must continue to develop and refine doctrine that promotes the most effective way to achieve force protection. Understanding and using this doctrine will help ensure the successful protection of our people and resources. Chapter 1, Force Protection Fundamentals, defines force protection for the Air Force and describes how the Air Force views force protection as compared to the multinational and joint views. It describes the basic features of force protection and provides a description of the military challenges faced by commanders and Airmen responsible for force protection, the unique perspective they provide, and general procedures that guide their actions. Chapter 2, Command Responsibilities for Force Protection, describes command relationships when addressing force protection concerns and illustrates how Air Force forces are presented to a joint force commander as part of the commander of Air Force forces' air and space expeditionary task force. It also shows how these relationships integrate into ongoing operations conducted by other national-level US government agencies and host nation counterparts, and describes legal considerations for force protection. Chapter 3, Threats and Hazards to the Air Force Mission, describes the many threats and hazards faced by Air Force personnel and identifies the various levels of threat that exist throughout the range of military operations. It further discusses Department of Defense terrorism threat levels assessed by the Defense Intelligence Agency as well as force protection conditions as used by geographic combatant commanders. It provides a discussion of threat objectives and hazard effects. Chapter 4, Force Protection Planning, introduces risk management as a process to assist decision makers in reducing or offsetting risks. It gives an overview of the process; identifies the goals, key aspects, and principle concepts of the process; and provides general guidelines for applying the process. The chapter discusses force protection planning considerations, describing the direct relationship between force protection and risk management. Today's soldier must be prepared to contend with both regular and irregular adversaries. Results in Iraq and Afghanistan show that, while the U.S. soldier is a formidable fighter, the contemporary suite of equipment and support does not afford the same high degree of overmatch capability exhibited by large weapons platforms-yet it is the soldier who ultimately will play the decisive role in restoring stability. General George Churchill Kenney arrived in the South- west Pacific theater in August 1942 to find that his command, if not in a shambles, was in dire straits. The theater commander, General Douglas MacArthur, had no confidence in his air element. Kenney quickly changed this situation. He organized and energized the Fifth Air Force, bringing in operational commanders like Whitehead and Wurtsmith who knew how to run combat air forces. He fixed the logistical swamp, making supply and maintenance supportive of air operations, and encouraging mavericks such as Pappy Gunn to make new and innovative weapons and to explore new tactics in airpower application. The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. General Kenney Reports is a book that has withstood the test of time, and which should be on the shelf of every airman.
