Illuminating ongoing debates in the field, the book covers some 20 theoretical perspectives on peace and security in the Asian Pacific, including realist, liberal, socialist, peace and human security, constructivist, feminist, and nontraditional security studies. The first section of the book discusses perspectives in realist security studies, the second part covers perspectives critical of realism. The author's goal is to assess whether any of the perspectives found in nonrealist security studies are capable of undermining realism. His conclusion is that each theoretical perspective has its strengths and weaknesses, leaving eclecticism as the best way to understand the region's dynamics.

This book is a collection of working group papers contributed by members of Network of ASEAN-China Think-tanks (NACT) and covers best practices on poverty alleviation in ASEAN member states as well as in China, and ASEAN-China cooperation. But peace processes in Indonesia and the Philippines have been some of the most innovative and successful in the world—a model and counterpoint for Thailand and other protracted conflicts. Since the 1970s, Indonesia, the Philippines, and Thailand have wrestled with secessionist groups. Each government entered into peace talks then, though without any sincerity or willingness to make significant concessions. By the turn of the millennium, the governments of Indonesia and the Philippines began to reevaluate their strategies while insurgents came to the conclusion that the changed global environment and waning capabilities made victory unlikely. Further, the impact of the 2004 tsunami brought not only another impetus, but also the involvement of the international donor community and peace processes began in both countries where they were successfully implemented. Successful devolution of political and economic powers that protected the cultural rights of the minority population, as well as substantial wealth sharing brought an end to these conflicts. Such successful peace building efforts serve as both a model and counterpoint for Thailand. Each of the case studies begins with a history of the insurgency, an analysis of the insurgent group’s organization, operations, tactics, and capabilities before delving into the history of the peace processes and analyzing the factors that made them successful. Nothing is harder than a peace process, but the lessons of Southeast Asia show that it is made possible through such factors as a national devaluation of power, bold and creative statesmanship, the successful neutralization of spoilers, and the role of neutral third party facilitators. These cases provide important lessons for the fields of counterinsurgency and peace making.

Book excerpt: The conventional portrayal of Japan’s role in international affairs is of a passive political player which – despite its position as the world’s second largest economic power – punches below its weight on the world stage: its foreign policy driven by Washington, mercantilism and constrained by domestic pacifism. This book examines Japan’s emerging identity as an important participant in conflict prevention and peace-building in Southeast and South Asia, demonstrating that Japan has increasingly sought a positive and active political role commensurate with its economic pre-eminence. The book considers Japanese involvement in many of the region’s most serious recent conflicts: including Japan’s part in the brokering and maintaining of peace in Cambodia, which in 1992 saw the first dispatch of troops abroad by Tokyo since the end of World War II, and the attempts to bring peace to Aceh, Sri Lanka, East Timor and Mindanao. During the past three decades, East Asia has been more peaceful than Europe, the Americas or any continent, in terms of battle deaths per capita. When generating theories on peace and war, studies almost never look at the experiences of East Asia. Yet the region by focusing on a commitment to development, is a social reality that is less paranoid, less militaristic and more cooperative. Since 1979 there has been a commonly accepted rule to keep domestic issues domestic so that external military interference, that often caused the majority of battle deaths, was not needed. Thus the emergence of the long peace of East Asia is historically specific, and cannot be generalized by studying objective, material conditions independent of common perceptions and common interpretations. This does not mean that the East Asian experience is not relevant for other regions in the world, but that generalizations should not be attempted to be drawn from the material conditions, but rather from the lived experience and socially constructed realities of East Asia. Since East Asia is a spectacular case of pacification, and since it has not contributed much to our theories of peace and conflict, The Long Peace of East Asia is an important book for studies on peace and war.
