They commissioned this independent qualitative evaluation to explore how well the program was providing positive outcomes for children, teachers, parents, and the school community. Case studies was undertaken in two metropolitan primary schools, one regional secondary school, and one remote secondary school, involving focus groups and interviews with stakeholders, school leaders and administrators, teachers, parents, program volunteers and coordinators, school nurses, and children. This report discusses the findings and presents recommendations for developing the program. The findings indicate that the program is reaching several segments of children, including those who are frequently food insecure, those experiencing only occasional financial hardship, those with low food motivation, and those consuming unhealthy breakfasts.

Participants were also asked about how they managed their program, use of volunteers, food delivery, use of support resources, and challenges.

This report examines participation in the SBP among 3rd grade public school students, as well as the impacts of the program on food insecurity and children's risk of skipping breakfast. Students are more likely to participate when breakfast is served in the classroom, when time available for breakfast in school is longer, and when they come from lower income or time-constrained households. Unfortunately, a majority of Washington students who qualify for free or reduced-price breakfasts do not currently receive one at school, with many students eating no breakfast at all. This report assesses how the current operation of the school breakfast program is serving Washington students, how innovative school and district policies are making a difference for students in Washington and across the country, and how new policies at the state and federal level can change the course of low breakfast participation trends and maximize the benefits of school breakfast for students and their families. Research found that "Breakfast After the Bell," meaning any food service model that provides students the opportunity to eat breakfast after the first bell of the instructional day, has been effective in transforming school breakfast programs, and mandating breakfast programs was significantly more effective in increasing school breakfast participation and reducing the risk of hunger. Book excerpt: School meals programs are the front line of defense against childhood hunger, and while the school lunch program is nearly universally available in U.S. public schools, the school breakfast program has lagged behind in terms of availability and participation. In this paper we use experimental data collected by the USDA to measure the impact of two popular policy innovations aimed at increasing access to the school breakfast program. The first, universal free school breakfast, provides a hot breakfast before school (typically served in the school's cafeteria) to all students regardless of their income eligibility for free or reduced-price meals. The second is the Breakfast in the Classroom (BIC) program that provides free school breakfast to all children to be eaten in the classroom during the first few minutes of the school day. We find both policies increase the take-up rate of school breakfast, though much of this reflects shifting breakfast consumption from home to school or consumption of multiple breakfasts and relatively little of the increase is from students gaining access to breakfast. We find little evidence of overall improvements in child 24-hour nutritional intake, health, behavior or achievement, with some evidence of health and behavior improvements among specific subpopulations.

Statements were made by several senators, the president of the American School Food Service Association (Connecticut); a school food service program director (Florida); the director of nutrition and education for the American School Food Service Association (Virginia); the director of the Children's Nutrition Research Center (Texas); the vice president of Food Operations at Disneyland Resort and Concept Development (California); and an assistant professor of clinical dietetics and nutrition, University of Pittsburgh (Pennsylvania). Witnesses maintained that the Nutrition Education and Training Program needs funding to maintain its current service level. It is necessary to modify the School Lunch Program to encourage student participation, make it easier for schools for qualify, and to reduce the administrative burden. Testimony also indicated that breakfast programs are vital to student nutrition, academic performance, and school attendance. School food service has become more efficient and more consumer-oriented, has expanded to supply meals to new audiences, and has increased the flexibility of service delivery. However, it is necessary to integrate food service within the educational day to enhance student nutrition knowledge and practice. Offering food choices may reduce food waste. The solution to major childhood nutritional problems is to apply current information to improve children's diets and to support nutrition research. Book excerpt: In 1998, Congress authorized the School Breakfast Program Pilot Project (SBPP) to study the implementation and effects of providing universal free school breakfast in six school districts across the United States. For three years, from School Year (SY) 2000-2001 through SY 2002-2003, these six school districts received federal funds to offer school breakfasts free of charge, regardless of family income, to students in a number of elementary schools that were matched on a number of characteristics, then randomly assigned to either treatment or control status. The control schools continued to offer the regular School Breakfast Program (SBP), which provides free or reduced-price breakfasts to eligible students from low-income families. Over the course of the three years of the pilot project, data were collected from all participating schools for an evaluation of the implementation and impact of providing universal-free school breakfast. The current report serves as the final report of findings from the SBPP. It provides impact estimates for a smaller set of outcomes, based on data collected over the remaining two years of the pilot, and integrates the findings from all three years of the SBPP. This report also presents findings from an additional set of analyses undertaken to address a set of questions that have been raised by policy makers and other stakeholders since the release of the first year report. These include analyses focused on students who do not eat breakfast ("breakfast skippers") and those who eat a nutritionally robust or "substantive breakfast"; variations in the breakfast setting (i.e., school versus home, classroom versus other school location); characteristics of students in food insecure households; and differences in student outcomes by household income level. The remaining sections of this chapter provide background information about the SBP; a brief summary of research on the relationship between breakfast and student outcomes; an overview of the SBPP, including a review of the conceptual model for understanding the pilot project; a summary of the findings in the interim report on Year 1 findings, and a description of the purpose and contents of this final report.

Book excerpt: Research suggests that participation in the School Breakfast Program positively impacts academic success by improving student behavior, cognitive functioning, and attendance. Additionally, the School Breakfast Program appears to improve food insecurity, overall health and weight-related issues. However, compared to the National School Lunch Program, participation in the School Breakfast Program has been historically low, especially at the high school level. Using an integrated composite framework, a combination of social cognitive theory and ecological systems theory, as the conceptual model, this qualitative case study explored factors influencing student breakfast eating and participation in the school's breakfast program within a college-preparatory high school serving culturally diverse, predominantly low-income students. I used an all-staff survey as a qualitative data collection tool, and semi-structured interviews with school staff, student focus groups, and a Draw-A-High-School-Student-Breakfast Test to collect qualitative data. Using thematic networks as an analysis tool, I examined the attitudes, beliefs, and behaviors of school staff and students about breakfast eating and participation in the school's breakfast program. The study found that communication about the School Breakfast Program, arriving to school in time to eat, and relationships with food service staff, influence participation in the School Breakfast Program. The findings are discussed in terms of their significance on practice and policy within both education and public health sectors. The study concludes with recommendations for future research.
